- Responsible for assessing new arrival needs, determine eligibility and connect with other programs.
- Responsible for scheduling, intake and orientation to eligible clients in timely manner.
- Responsible for determine eligibility based on income and other variables as per RCA guidelines.
- Applying program guidelines to request clients' checks in a timely fashion.
- Distribute client checks as per guidelines and maintain require financial records and systems up to date.
- Counsel clients regarding program requirements and follow up on their compliance.
- Responsible for preparing over and underpayment reports and participate in the recovery process.
- Responsible for maintaining file and materials as per RCA guidelines.
- Perform payment reduction and termination as per guidelines.
- Apply sanctions and participate in appeal process as needed.
- Perform monthly follow-ups with EOIR system to ensure client eligibility.
- Report changes in eligibility to other programs and applied termination in benefits if needed.
- Request compliance information from Employment Case Managers on a monthly basis and maintain data collected from Employment Case Managers.
- Be familiar with RCA compliance guidelines.
- Prepare RCA Applications and RCA/Employment Compliance form.
- Verify and prepare financial documentation and any other relevant forms or letters for the Texas Department of Human services and USCIS.
- Disburse checks to clients per program guidelines.
- Responsible for uploading eligibility documentation, reconciling and maintaining accurate data entry of financial information into all data systems.
- Responsible for requesting transfers from other states and processing transfer paperwork in a timely manner.
- Responsible for referring all newly arrived to Refugee Medical Services as per CMA contract.
- Participate in Food Pantry distribution rotation.
- Airport pickup when deemed appropriate and necessary
- Case Manager is ultimately responsible for all of the cases assigned.
- Other duties as assigned.
- Reports suspicious and inappropriate behaviors and policy violations.
- Follows mandated abuse and incident reporting requirements.
- Meet timelines and deadlines related to supporting systems and employee compliance. Example includes but are not limited to Kronos Workforce Ready for review and approval of time sheets.
- Case Managers are directly responsible for more than 150 cases.
- Case Managers are responsible for services being provided within the eligibility timeframe.
- Case Managers are responsible for having the financial assistance available to clients on due date.
- Client files are current and provide a complete picture of services provided.
- Case Managers are responsible for monthly follow-up of clients through completion of the program.
- Excellent written and verbal English communication skills;
- Highly developed computer skills;
- Ability to effectively manage time and resources;
- Team player, self-motivated, responsive and excellent trouble-shooter;
- Bachelor’s Degree and/or relevant professional experience;
- Previous clerical/office experience helpful;
- Fluency in (spoken, written, and reading) Spanish required

Reports To: Program Director
Pay: $50,460.80 - $59,711.95 DOE annually, Full Time, Exempt
Office Hours: Monday – Friday; 8:30 a.m. to 5:00 p.m. (early/late hours or weekends as needed)
Description
YMCA International Services is a unique branch of the YMCA of Greater Houston and seeks to meet the needs of Houston’s significant refugee and immigrant communities. We provide comprehensive programs that focus on building human assets and fostering self-sufficiency. The Case Manager will primarily be responsible for the assessment of newly arrived clients, enroll in Refugee Cash Assistance program, as well as connecting clients to additional community resources and programs based on their eligibility.
