      QED Systems, LLC, is currently recruiting for a Budget Analyst to join our team at the Pentagon, Arlington, VA to support our HQDA G-3/5/7 Support Services contract.

      Duties:

      • Provide program and budget analysis, POM documentation and build support including ongoing MDEP support analysis and recommendations to ensure the support to HQDA Army Protection Division in the areas of Protection related programs.
      • Provide analysis and documentation to HQDA G-3/5/7 Protection Division to identify and articulate Program Objective Memorandum (POM) requirements for all relevant Management Decision Evaluation Package (MDEP) portfolios.
      • Assist the Government to ensure that fiscal and manpower resources are characterized and highlighted with the Army PPBE system (as well as providing relevant input to briefings and submissions to Program and Evaluation Groups (PEG).
      • Provide decision support analyses, support budget formulation and documentation, budget execution, analysis and development support of program financial plans related to obligation planning, POM submissions, revision of financial management procedures/plans, and oversight (auditing) of transaction processing.
      • Use Enterprise Resource systems such as Defense Travel System (DTS) to support the administration and daily operations supporting the Army Protection Division.
      • Assist the Government to review regulatory and policy issuance; assess impact on programs and recommend appropriate compliance actions to management; and develop strategies for effective management of the travel program and related issues.
      • Participate as an advisor in developing new, improved, and/or streamlined travel procedures to include implementing enhancement in the DTS. Produce monthly travel reports.
      • Coordinate with Life Cycle Management Command on life cycle management cost estimates.
      • Serve as HQDA POC principal manager for programming sustainment funding.
      • Provide staff support for administrative functions to ensure accurate and timely responses (incoming and outgoing) to SACO and JACO office tasking, routing, tracking and updates including the development of the Form 5 documentation within the ETMS2.

      Required Skills & Experience:

      • Detailed-oriented with excellent technical, verbal, and written communication skills.
      • Must have the ability to work within Government-provided software packages with emphasis on MS Office products, for example, Outlook, Word, SharePoint, PowerPoint, and Excel.
      • Must be able to think critically and apply analytical methodologies to raw data to present clear and precise recommendations.
      • Must be able to clearly articulate analysis through both oral and written communication.
      • Ability to focus on Mission requirements while tracking multiple competing priorities.
      • Experience working in headquarters environments on the Army/Joint Staff and/or Major Army Commands.
      • Proficient in planning and execution of working groups.
      • Operational experience using standard automated toolsets to monitor database performance and maintain database operation.

      Required Clearance:

      • ACTIVE CLEARANCE LEVEL REQUIRED: Top Secret

      Qualifications:

      • Bachelor’s degree required.
      • At least four (4) years of Budget/Financial programming experience.

      Travel:

      Less than 10% travel is expected for this position.

      Work Environment:

      This position will be co-located with the customer and other contractors in Government office spaces. While not generally authorized, telework may be required due to exceptional circumstances (extreme weather, pandemic, etc.).

      Position Type/Expected Hours of Work:

      This is a full‐time position, Monday through Friday. Flexibility around core hours.
