Performs intermediate professional work in the independent analysis and audit of financial data and operational procedures, analyzing cash management, budget and business procedures and recommending process improvements, developing functional and technical requirements related to Finance and Budget operations assisting with the preparation of the City’s operating and capital budgets including the collection and analysis of departmental budget estimates and the monitoring of spending; does related work as required. Work is performed under the limited supervision of the Budget & Grants Administrator.
Thorough knowledge of governmental accounting principles, methods and techniques and the principles of public administration; comprehensive knowledge of financial analysis and research methods and techniques; understanding of financial record keeping and reporting; thorough knowledge of the laws, ordinances and regulations governing municipal finance and budget matters. Ability to analyze financial data and prepare reports; read and interpret state and federal financial regulations and communicate effectively, both orally and in writing. Exceptional attention to detail, organizational and critical thinking skills, along with the ability to manage competing priorities. Ability to establish effective working relationships and communication with City officials, employees, contracted auditors, governmental agencies and the general public. Proficient knowledge of computer operations and software utilized for budget and finance-related functions, writing and presentation preparation, including but not limited to Microsoft Office applications such as Excel, PowerPoint and Word.Reconciles and analyzes funds and other financial data, gathers data for and prepares a variety of complex financial reports and performs specialty work as needed; 20% Provides assistance to departments in areas related to budget preparation and implementation as well as the interpretation of financial data; 15% Advises Budget & Grants Administrator on a continuing basis of any financial or other operations within the City which should be reviewed; 10% Responsible for assisting the Budget & Grants Administrator with the development, preparation, implementation and monitoring of the annual operating and capital budget; 10% Monitors and analyzes fiscal trends and makes recommendations to Budget & Grants Administrator to formulate appropriate budget response during the budget year; 10% Assist in the preparation of various financial or special project presentations for management; 10% Assist the Budget & Grants Administrator with collecting data to submit to external consultant for the City’s cost allocation plan. 5% Collects data to file reimbursement requests with external financial institutions and reconciles once all drawdowns are complete to ensure appropriate budgeting; 5% Conducts a review and appraisal of departmental operations to determine compliance with applicable laws, ordinances, regulations and policies; 5% Collects, analyzes and summarizes capital improvement program requests, reviews and processes budget modification requests 5% Other duties as assigned; 5% Education/Experience:
Graduation from an accredited college or university with a Bachelor’s degree in accounting, finance, business administration, or related field and moderate experience in business or governmental budgeting/accounting, or equivalent combination of education and experience. North Carolina Budget Officer Certification preferred.
SPECIAL REQUIREMENTS: PHYSICAL DEMANDS/WORK ENVIRONMENT:
Interactive office environment with exposure to computer screen; must be able to interact with other departments and divisions inside the City organization as well as internal and external customers. Sedentary position with the ability to see, read, handle or feel objects or controls, talk and hear. The noise level in this work environment is usually quiet in an inside office setting. Must have the ability to push, pull, or lift up to 25 lbs. occasionally.
The physical activity of this position includes:
Stooping: Bending body downward and forward by bending spine at the waist. This factor is important if it occurs to a considerable degree and requires full use of the lower extremities and back muscle
Crouching: Bending the body downward and forward by bending leg and spine. Standing: Particularly for sustained periods of time.
Pushing: Using upper extremities to press against something with steady force in order to thrust forward, downward or outward.
Pulling: Using upper extremities to exert force in order to draw, drag, haul or tug objects in a sustained motion.
Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position to position. This factor is important if it occurs to a considerable degree and requires the substantial use of upper extremities and back muscles.
Fingering: Picking, pinching, typing or otherwise working, primarily with fingers rather than with the whole hand or arm as in handling.
Grasping: Applying pressure to an object with the fingers and palm.
Talking: Expressing or exchanging ideas by means of the spoken word. Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
Hearing: Perceiving the nature of sounds at normal spoken word levels with or without correction. Ability to receive detailed information through oral communication, and to make fine discriminations in sound, such as when making fine adjustments on machined parts.
Repetitive Motions: Substantial movements (motions) of the wrists, hands and/or fingers.
The physical requirements of this position:
Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Office Environment Work and the worker sits most of the time, the job is rated for Light Work.
The visual acuity requirements including color, depth perception and field of vision:
The worker is required to have close visual acuity to perform one or more of the following. Preparing and analyzing data and figures; accounting; computer terminal; extensive reading;
The conditions the worker will be subject to in this position:
The worker is subject to inside environmental conditions; Protection from weather conditions but not necessarily from temperature changes. None: The worker is not substantially exposed to adverse environmental conditions (such as in a typical office or administrative work environment).
