- Bachelor's degree or diploma in electrical, electronic, controls, mechatronics, or mechanical engineering.
- Registered PEng, AScT or equivalent.
- Experience in troubleshooting and debugging mechanical/HVAC and electrical/automation systems.
- Ability to analyze complex control sequences and resulting operations, revise and implement as necessary to optimize building systems performance.
- Ability to commission and program specific BAS systems.
- Experience installing BAS systems.
- Ability to diagnose and manage the repair and/or install a wide range of control, sensing and actuating devices.
- Proven work experience and results with previous recommissioning projects of reasonable size and complexity.
- A solid understanding of mechanical HVAC systems, equipment types, functions, and efficiencies.
- Ability to perform building load, energy balance / estimating, and modeling methods would be an asset.
- Familiar with ASHRAE / IES / CSA Standards including those unique to hospital design and local building codes.
- Awareness of the special design and operating requirements for hospitals in Canada.
- Ability to read and interpret mechanical and electrical drawings, sequence of operations, and equipment schedules.
- Ability to review previous mechanical system and energy study reports of various levels of detail.
- Must be able to multi-task and manage multiple projects at the same time while working independently.
- Proficiency in various PC based software (MS Excel, Word, PowerPoint etc.).
- Excellent oral, written and presentation communication skills.
- Excellent conflict resolution, listening, and exemplary interpersonal skills.
- Interest and passion for energy conservation and sustainable energy developments.
- Experience with energy / utilities, energy management and related projects.
- Valid BC Driver's License
- Physical ability to perform the duties of the job.
In accordance with the Vision, Purpose, and Values, and strategic direction of the Vancouver Island Health Authority (Island Health) patient and staff safety is a priority and a responsibility shared by everyone; as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.
Reporting to the Manager, Energy Management, the Building Automation Systems Specialist (BASS) is accountable and responsible for leading the optimization of building system controls across all Island Health's owned sites to maximize energy efficiency and conservation and reduce greenhouse-gas (GHG) emissions from existing assets, working closely with facility operators and DDC technicians. They are responsible for identifying, assessing, implementing and documenting low cost/no cost operational type measures such as optimizing the schedules, set-points, sensors and sequence of operations in existing building automation systems. The BASS will focus on existing buildings that have not been commissioned originally and buildings that have already been either commissioned or retro-commissioned. The BASS will also lead the modernization of existing building automation systems and assist in the commissioning of new and retrofitted building systems as needed to ensure they function as intended.
The BASS also has responsibility for effectively utilizing the services of consultants, contractors and project budgets of up to $250,000 per project for studies, engineering and construction services. The BASS may be responsible for managing facilities capital projects to a value of $1.0M (eg. new building automation system).
Travel may be a requirement of this position. Transportation arrangements must meet the operational requirements of the Vancouver Island Health Authority in accordance with the service assignment and may require the use of a personal vehicle.
QUALIFICATIONS:
Education, Training And Experience
At least five (5) years of experience working in a relevant controls/building automation system position (both hardware and software) including direct experience with BAS design, implementation, programming, and commissioning. Equivalent experience and training may be considered, e.g. Building Controls & Energy Management (BCEM) program at BCIT. In addition, one of the following designations is required:
