      About the Role:

      The EOHHS Information Technology Team (EHS-IT) supporting the Department of Developmental Services (DDS) within the Executive Office of Health and Human Services (EHS) is seeking to hire a highly motivated application Business Analyst. DDS supports individuals with intellectual and developmental disabilities including autism spectrum disorder to enhance opportunities to become fully engaged members of their community.

      The Business Analyst will be responsible for supporting EOHHS applications that support the case management, clinical, and claiming business units for DDS. In this role, the Business Analyst will work with the existing Meditech system while also working with the team to implement and support the new Case Management, Clinical, and Claiming system (CMCCS). Both the Meditech system and the CMCCS are configurable systems. The Business Analyst will elicit business requirements, provide analysis, and create use cases and activity diagrams or workflows to translate business requirements into system requirements. Additionally, the incumbent of this role will configure the Meditech and / or CMCCS systems as much as those systems allow to implement new data screens, reports, and workflows. This incumbent is also responsible for understanding the underlying data elements, policy, and operations functions and the impact of changes in those areas to the case management, clinical, and claiming systems. The incumbent will resolve help desk tickets, communicate with DDS, EHS IT, EOTSS and Vendor/Consultant staff, be part of the Agile/Scrum team, and work directly with a project lead to support the applications. This incumbent will also be expected to take the lead on some smaller projects to coordinate tasks as needed.

      The primary work location for this role will be at 1000 Washington St., Boston, Massachusetts 02118. The work schedule for this position is Monday thru Friday, 8:00AM to 4:00PM. The incumbent is expected to occasionally travel to the DDS area and regional Massachusetts offices. This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed.

      Responsibilities:

      · Provide business analyst activities (such as gathering requirements) as well as host training sessions, drafting documentation, and providing some administrative support.

      · Prepare gap analysis deliverables, use cases, and process flow diagrams.

      · Participate in the preparation and execution of testing plans and/or test criteria.

      · Ensure that testing is performed that will validate quality, reliability, and completeness of the business services being deployed.

      · Perform Integration, Regression, and assist with User Acceptance testing

      · Responsible for determining operational objectives by studying business functions, gathering information, evaluating output requirements and formats.

      · Identify, communicate, and facilitate resolution to any production support, user requests, or triaged Helpdesk tickets.

      · Work with an assigned lead by participating in all phases of the project life cycle following the Scale Agile Framework (SAFe) hybrid.

      · Prepare or oversee the preparation of implementation plans; user training guides and/or documentation as required.

      · Act as a liaison between business/community users and the DDS development team to gather, elicit, and document the Scope, Requirements, Use cases/User stories, and other technical documentation.

      · Identify risks, potential scope creeps, and escalate issues to the client and management.

      · Provide ad hoc and project-based reporting queries/analysis as needed.

      · Designing new computer processes by analyzing requirements, constructing workflow charts and diagrams, studying system capabilities, and writing specifications.

      Preferred Qualifications:

      · Minimum four (4) years of experience working in IT environments; Business Analysis, Systems Analyst, Project Management, or other related experience.

      · Three (3) years of application Business Analysis experience within large IT system development project(s).

      · Understanding and knowledge of Agile methodology and the software development life cycle (SDLC).

      · Hands-on experience effectively using MS Office tools

      · Ability to understand customer requirements, normalize them against current standards and present back a solution that fits the needs of the user while maintaining standards.

      · Hands-on experience in managing escalated issues and dispute resolution of any components of a project with the ability to understand when to escalate issues to senior management.

      · Resourceful and creative problem-solving and critical-thinking skills with excellent innovation and facilitation skills.

      · Highly organized and able to maintain detailed documentation on processes, standards, and projects.

      · Methodical and able to follow documented procedures and instructions.

      · Ability to work independently as well as in a team-orientated, collaborative, and ever-changing technical environment.

      · Strong written and oral communication skills with the ability to clearly communicate and provide support to both technical and non-technical audiences.

      · Ability to execute SQL queries for results verification is a plus.

      · Azure DevOps experience and/or Azure Active Directory integration is a plus.

      · Understanding of relational databases and data models is a plus.

      · Prior Government or Healthcare experience is preferred, but not required

      Education and Certifications:

      · Bachelor’s Degree in Computer Science, Information Systems, Business Administration or other related field, or equivalent work experience.

      · Scrum Master Certification or Scrum Product Owner Certification is preferred, but not required.

      Minimum Entrance Requirements:

      Applicants must have at least (A) four years of full-time, or equivalent part-time, professional experience in electronic data processing of which (B) at least two years must have been in work in which the major duties included computer systems analysis, or (C) any equivalent combination of the required experience and the substitutions below.

      SUBSTITUTIONS:

      I. An Associate's degree with a major in the field of data processing or computer programming may be substituted for a maximum of one year of the required (A) experience.*

      II. A Bachelor's degree with a major in the field of data processing or computer and/or information science may be substituted for a maximum of two years of the required (A) experience.*

A diploma for completion of a two year full-time, or equivalent part-time, program in a recognized non-degree granting business or vocational/technical school above the high school level with a major in the field of computer programming may be substituted for a maximum of one year of the required (A) experience.*

      V. An official transcript from a recognized business or vocational/ technical school as evidence of completion of a program consisting of at least 650 hours of instruction in the field of computer programming may be substituted for a maximum of one year of the required (A) experience.

      VI. Graduation from the data processing course of a recognized vocational/technical high school may be substituted for a maximum of one year of the required (A) experience.

      *Education toward such a degree or diploma will be prorated on the basis of the proportion of the requirements actually completed.
