      Duties


      About the Position: The US Army Combat Capabilities Development Command's (DEVCOM) C5ISR Center serves to research, develop, and evaluate advanced technologies in the command, control, communications, computers, cyber, intelligence, surveillance, and reconnaissance technical domains. This position would be either co-located with the Center's Unique Mission Cell (UMC) in Tampa, Florida, which serves to perform expeditionary field experimentation both in the continental United States (CONUS) and outside-continental United States (OCONUS) locations or in Aberdeen Proving Ground, MD or Fort. Belvoir, VA with the Acquisition and Contracts Branch. Due to the nature of the mission and necessity to react quickly, the work tempo is fast-paced, while supporting Army, DoD, and other federal agency stakeholders. The selected individual would serve as the primary Contracting Officer Representative (COR) to ensure mission success for the development of Operational technologies and aligning, as well as managing all the contracting support necessary to successfully execute field experimentation.


      Requirements


      • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
      • This position requires temporary duty (TDY) travel up to 25% of the time.
      • The employee is subject to travel on short notice (i.e., less than 24 hours' notice).
      • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
      • This is a Drug testing designated position and the incumbent is required to complete a drug test prior to appointment and periodically thereafter DA Form 5019.
      • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Foundational certification within 36 months of entrance on duty.
      • Appointment to this position is subject to a Three-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
      • This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.       To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as performing ALL of the following duties: 1) Developing and implementing Acquisition Requirements Packages from inception through execution; 2) Recommending acquisition strategies to stakeholders for approval; and,
      3) Advising on all issues regarding contracts planning, awards and execution as well as contract closeout. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DE-02 or GS-11).
