- Plan, prioritize, assign, analyze and monitor workflow, and maintain appropriate staffing levels and review progress to
ensure the quality and quantity of work meets standards and deadlines for deliverables to meet program goals and
objectives. - Establish work schedules, review and approve worktime and absences.
- Resolve problems, performance issues, disputes, and informal grievances and initiate corrective action or recommend
discipline as needed. - Identify training and developmental needs, and provide training as needed.
- Balance and adjust the workload in order to maintain service standards and expectations while training and coaching
staff as well as adapting and implementing changing initiatives or projects assigned by higher-level management. - Support the Delivery Manager by helping them analyze requests and assist with the backlog.
- Delegate work assignments/SQRs to Business Analysts.
- Through quality assurance reviews, ensure SQRs are correctly recorded and documented according to the process in
place. - Monitor daily staff performance and react to any deficiencies quickly to ensure workload productivity standards are met.
- Report trending issues to management.
- Provide advice and assistance on work techniques, best practices and subject matter expertise to BA's and
stakeholders.
- Experience in managing or leading a team in a high paced environment with strict deadlines
- Current or prior state experience as a business analyst
- Current or previous experience at a state government agency with accounting, tax accounting or GenTax
- Additional years of experience with functional testing and facilitating user acceptance testing
- Documenting user stories/ business requirements
- Facilitating User Acceptance Testing experience working in an Agile environment
- Develops Test Scenarios
- Experience supporting an existing software solution, including completing version upgrades
- Proven ability to work as a team and accept supervision
- Proven success organizing and tracking workload
- Certification(s) International Institute of Business Analysis
- Experience with facilitating meetings with stakeholders
- Experience using Google Suite

The Innovation Strategy Delivery (ISD) group employs standard software development life-cycle methodology and tools to facilitate the gathering of business requirements allowing business partners to meet successfully the initiatives set for DOR using the technology resources available.

MINIMUM QUALIFICATIONS:
Experience Only:Eight (8) years of relevant experience in accounting, analyzing business operations, analyzing functionality of systems for business solutions, gathering user requirements, delivering systems/software training, writing or mapping processes and/or user acceptance testing.
OR
Education and Experience:A combination of related education (Business Analysis, Business Administration, Management Information Systems, Computer Science, Finance, Accounting) and/or relevant experience in an occupation related to the work assigned (as stated above) equal to eight (8) years.

Preferred Qualifications:Conditions of Employment with the CDOR :
Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence.
As a condition of employment with the CDOR, all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations, therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy. Final candidates must also complete a successful background investigation and reference check prior to appointment. Certain positions based on duties may require scheduled background investigations.
