- Lead project deliverables from initiation through to completion, including knowledge transfer to operations.
- Develop detailed project plans, document relevant project documentation, and conduct impact assessments to support implementation of future state service delivery models and business processes.
- Prepare business cases, project charters, concept documentation, and related materials that contribute to divisional/City initiatives and the effective use of human/fiscal/IT assets and services, leading to service efficiencies and resource optimization.
- Assign work to team members and ensure quality and accuracy.
- Provide input into assigned budget.
- Prepare briefing notes, policy documents, business and evaluation analysis, and communication plans and documents as required to support the HSI team.
- Document and analyze business processes and requirements.
- Conduct research and analysis on opportunities to employ innovative solutions and redesigned processes to deliver City services, considering developments within the field, corporate policies and practices, legislation, and initiatives by other levels of government.
- Identify, evaluate, and recommend potential business integration and alternative service delivery opportunities through knowledge of industry trends and related divisional/City initiatives, which may include technology solutions and business process methods.
- Conduct feasibility studies on integrating business processes/technology solutions to deliver a range of support services.
- Contribute to the design and development of cross-divisional, human-centred technology solutions, applications, and standardized business processes.
- Monitor and evaluate the functionality of developed applications and make recommendations for enhancements.
- Develop recommendations for future state service delivery and/or business processes to realize future state service delivery, designing or modifying business processes in accordance with divisional/City/industry standards.
- Recommend changes to or required policies and procedures to support implementation and sustainability of future state service delivery and/or business processes.
- Ensure compliance with safety and security matters under Occupational Health and Safety legislation and divisional safety and security policies, including workplace accommodations.
- Prepare reports to management supporting recommendations on changes in business technology solutions, business methods, and business processes, including appropriate staffing levels and resource allocation.
- Create briefing notes, presentations, and reports for leadership and councillors to support informed decision-making.
- Conduct internal and external stakeholder engagement to inform and substantiate proposed revisions to divisional business planning across TESS, SSHA, and TCS.
- Designs and delivers presentations in the community.
- Maintain a thorough and continuous awareness of city and divisional policies and initiatives.
- Considerable project coordination and/or management experience, including planning, implementation, and post-implementation support.
- Considerable experience analyzing, developing, and implementing business process and/or service delivery improvements.
- Considerable experience in stakeholder management with a high level of ability to influence and negotiate outcomes effectively with a broad spectrum of diverse stakeholders.
- Considerable experience in prioritize multiple projects, work with cross-functional teams, set clear directions and design terms of references and project plans.
- Experience supervising or leading others (motivating, coaching, mentoring, and developing staff) with a focus on fostering collaborative teamwork.
- Post-secondary education in Business Administration, Information/Data Management, Project Management, or a related field, or an approved equivalent combination of education and related experience.
- Project Management Professional (PMP) or Certified Business Analysis Professional (CBAP) certification is highly desirable.
- Well-developed written and verbal communication skills, including presentation and facilitation skills, with the ability to apply those skills using a wide range of media with numerous stakeholders including clients, community agencies, senior management, and other third-party stakeholders.
- Excellent analytical and conceptual thinking skills, with an ability to monitor and evaluate existing programs, services, business processes, and training modules to identify best practices and opportunities to improve service delivery through technology change and business process innovations.
- Ability to work with vulnerable communities and individuals with lived experiences, ensuring their perspectives are integrated into service delivery improvements.
- Strong negotiation, mediation, and conflict resolution skills with an excellent ability to influence results.
- Knowledge of Municipal Freedom of Information & Protection of Privacy Act (MFIPPA)
- Understanding and experience working within the mandate and operations of one of the partnering Human Services Divisions (SSHA, TCS, or TESS) would be an asset.

The role?
The Business Programs & Solutions Specialist, reporting to the Manager of Program Development, requires both leadership expertise as well as strong technical expertise in project management and business analysis. This role involves developing innovative solutions and delivering cross-divisional projects.
