- Independently and proactively project manage multi-discipline teams, consisting of both internal and external team members, through the varying complexities associated with the planning, acquisition, design, permitting, construction, and closeout of complex capital projects, by overseeing all aspects of scope, schedule, and budget as well as resolution of issues that pertain to successful project delivery.
- Coordinate internal and external stakeholder communication through various reports, briefings and communication plans. Work with the Parks Engagement Team for assigned projects to update project website, engage with public about projects, and report internally on progress to scope, schedule, and budget.
- Contract administration for both design and construction contracts. Negotiate scopes of work, manage contract changes, create cost estimates, serve as a technical expert and liaison for the Division where applicable, resolve contract and field issues as needed. Support efforts to resolve construction claims as necessary.
- Review, prepare and/or process documents necessary for applicable public notices, permits, and approvals. Prepare reports, cost estimates, studies, correspondence, long range plans, and presentations as required.
- Provide exceptional customer service to all project stakeholders. Communicate complex project related issues in non-technical terms.
- Demonstrated experience successfully managing and delivering projects of large scope and scale through all project phases.
- Education or experience demonstrated fundamental understanding and proficiency in one of the following fields: engineering, architecture, landscape architecture, construction management, environmental science, or capital project management.
- Strong communication skills to effectively engage with stakeholders at all levels, both internal and external.
- Demonstrated ability and experience administering both design and construction contracts.
- Demonstrated ability to read and interpret design drawings, specifications, technical maps, and other technical documents or reports.
- Advanced level of computer skills, including Microsoft Office suite (Word, Excel, Project, and PowerPoint) as well as scheduling, project management and/or construction management tracking software.
- Demonstrated ability using tools to prepare basic maps and visuals to communicate project information, such as aerial photos, GIS, Bluebeam, Adobe tools, AutoCAD, or Civil 3D.
- Demonstrated ability to work on and/or manage multiple projects or tasks simultaneously, while still producing high-quality deliverables in a timely manner.
- Demonstrated ability to work in a team-oriented environment.
- Demonstrated ability to lead and mentor a team, fostering collaboration, and driving high performance.
- Manages complexity to make sense of complex, high quantity, and sometimes contradictory information to effectively solve problems.
- Communicates effectively to convey a clear understanding of the unique needs of projects to different audiences.
- Drives results to consistently achieve results even under tough circumstances.
- Manages ambiguity to operate effectively even when things are not certain, or the way forward is not clear.
- Organizational savvy to maneuver comfortability through complicated policy, process, and people-related organizational dynamics.
- Degree in civil, structural, architecture, landscape architecture, or other related field.
- Prior experience working with various funders including private funding (donation), state, and/or federal grants.
- Prior experience with federal-aid transportation projects.
- Prior work on projects with multiple partners and stakeholders.
- Interest in and personal experience with shared use trails and non-motorized facilities.
- Experience integrating public art into infrastructure projects.
- Transportation planning experience.
- Professional License or Certification in field (e.g., PE, ASLA, AIA, PMP, SE, PWS).
- Working knowledge of various public sector project delivery methods.
- Work Location: This position is a combination of teleworking and the King Street Center, 201 S. Jackson St., Seattle WA 98104. This position is expected to occasionally report to worksites or properties located throughout King County depending on business needs.
- Work Hours: This full-time position works a 40-hour work week.
- FLSA Status: This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.

Hiring Pool Notice : This recruitment may be used to fill current and future Capital Project Manager IV positions over the next six-month period. Parks is seeking Capital Project Manager IVs for regular full-time positions and temporary assignments.
Please also note that final interview rounds are anticipated to be held on the week of September 4, 2023 - most likely September 6 and 7. Interviews will be held in person in Seattle, WA.
King County Parks is seeking to hire two (2) Capital Project Manager IV positions for the Regional Trail Unit. King County is home to one of the largest regional trail networks in the country. Regional trails provide both recreational opportunities and mobility options, connecting users with dedicated routes to parks, work, school, and other destinations. The Regional Trail Unit plays a key role in expanding this network by planning, designing, and constructing some of the most interesting and challenging projects throughout the vast regional network of roughly 300 miles. This position will focus on regional trail planning, design, and implementation while providing leadership and mentorship to other staff and teams.
The Regional Trail Unit is one of five units within Parks Capital Improvement Program (CIP) Section. The CIP Section has a diverse set of skills including engineering, architecture, environmental, permitting, project management, asset management, planning and construction management that are applied across a wide array of projects, programs and portfolios. The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations.
