The supervisor will plan, prioritize, assign, supervise, and review the work of a diverse workforce
Develop and revise work processes and establish work schedules
Provide or coordinate staff training and manage performance and work with staff to correct deficiencies
Monitor work performed to meet agreed upon goals and objectives
Manages and provides leadership, administration and coordination of the cash management to ensure unit completes revenue accounting in compliance within GAAP, GASB, and County financial rules
Responsible for verifying the accuracy of all deposits in Health Department, performing all non-grant revenue accounting in Workday, auditing documents and processes for all business transactions
Providing customer service to cash receiving locations in Department
Working with the Medical Billing unit to ensure all insurance and patient payments are recorded in Workday accurately and timely
Develop, implement, and monitor process for secure, accurate and timely collection, deposit and recording of cash receipts in Workday
Monitor the Accounts receivable accounting to ensure compliance to County policy and timely cash clearing for month end close
Maintain and monitor systems for credit card payment, courier services, and electronic payment terms in conjunction with County Treasury
Responsible for clearing Medical Account Receivable customer accounts in Workday and ensuring payments are posted timely and accurately in Workday (Medical Billing Subsidiary System)
Monitors and audits, internal controls and makes recommendations to leadership
Investigates, researches, and audits cash management activities to ensure compliance with laws and regulations
Reviews and interprets current, new, proposed, or revised laws, regulations, policies, and procedures to determine their financial impact on assigned operating area, work functions, coordinates and makes adjustments to fiscal systems
Examines the adequacy of cash management internal routines and controls, reviews scope and adequacy of internal audits, and proactively determines and recommends corrective actions to leadership regarding operations
Collects and analyzes data to detect deficient controls, duplicated effort, inefficiencies/waste, fraud, or non-compliance with laws, regulations, and management policies
Equivalent to a bachelor's degree
Three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position

The Opportunity:This Work Matters!
Finance and Business Management is responsible for supporting the Health Department's mission and goals by providing high quality financial, contracting, and medical billing services to our diverse customers. This position manages and leads staff and operations for the Health Department's Cash Management Unit, responsible for ensuring the unit completes revenue accounting in compliance within GAAP, GASB, and County financial rules. The position will oversee cash collection and deposit services for the department by developing, implementing, and monitoring a process for secure, accurate and timely collection, deposit and recording of cash receipts in the accounting system. In addition, this position will have financial oversight and compliance responsibilities including responding to audits, monitoring internal controls and making recommendations to leadership. Routine Telework: This position is designated as “routine telework,” meaning you will be working remotely (from home); a hybrid schedule also is available. As with all routine telework positions, employees may be required to come into the office on occasion. The designation of Routine Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. The onsite work location is the Gladys McCoy Building located at 619 NW 6th Ave., Portland, OR 97209.
