      About the Work Unit

      The Colorado Bureau of Investigation Forensic Services maintains four operational forensic science laboratories throughout the state: Denver, Pueblo, Grand Junction, and Greeley. Forensic Services is responsible for the scientific analysis of physical evidence collected from crime scenes. The role of our evidence technicians is to maintain the integrity and quality of items submitted as evidence by our customers. In order to best serve the citizens of Colorado, we strive to build and maintain partnerships not only with law enforcement agencies but also within the communities we serve.

      About the Job

      This position exists to provide technical expertise and advisement in the collection, handling, packaging, transporting, storing, managing, destruction and releasing of items of evidence that are collected in criminal cases to all Colorado law enforcement agencies including local municipalities, sheriff’s offices, state and federal agencies, courts and District Attorneys. Evidence may include, but is not limited to, firearms, dangerous weapons, illegal narcotics, prescription drugs, items containing DNA or other biological fluids, and fingerprints.
      The Technician III must ensure the timely, complete and accurate initial entry of vital information into the Laboratory Information Management System (LIMS), Qualtrax and other systems in support of the forensic laboratory system. This position is responsible for consulting with and deferring to laboratory management as it relates to all evidence based duties. The Evidence Technician III may be required to provide expert courtroom testimony. This position may be responsible for assisting in the Toxicology section as staffing needs arise.

      Key Responsibilities

      Evidence Handling

      This position will represent the CBI-FS as the technical expert in all manners regarding the collection, handling, packaging, transportation, storage, management, release, and destruction of all evidence as related to criminal cases. This position will be responsible for the management and storage of all pieces of evidence following approved and legal guidelines for evidence. Ensure the integrity of the chain of custody, proper packaging and storage in accordance with all CBIFS policies and procedures and ISO/IEC 17025 in order to preserve the evidentiary value and integrity of the evidence. This position is responsible for creating accurate laboratory records, and all information entered into the LIMS must be timely, accurate and complete.

      Based on staffing needs, the Technician III will support the toxicology staff with the responsibility of receipt, cataloging, storage, preservation, and return/destruction of blood kit and biological evidence submitted to the laboratory. This individual will also assist the toxicology staff with sending biological specimens out to other laboratories for additional testing and assistance in the laboratory as needed. This individual must also support toxicology staff with electronic records management to include document uploading, photography of evidence, and entering worksheet data.

      This position will be responsible for regularly consulting with and deferring to laboratory management as it relates to all aspects of evidence handling.

      Based on the schedule management provides, this individual will be responsible for transporting evidence between various laboratory facilities throughout the system. In all cases, the courier will ensure compliance with ISO/IEC 17025 and abide by the CBIFS policies and procedures regarding evidence transport.

      This position is required to provide support to management, forensic scientists and all phases of the operations within the laboratory system, fully participate in the on-going section projects, respond appropriately to all special requests, and may travel statewide to provide expert testimony in court. They will continually update their skill sets through active participation in professional groups, trainings, seminars, conferences and certification.

      This position will manage time appropriately, assist others as needed, and maintain productivity.

      This position is responsible for regularly consulting with and deferring to laboratory management as it relates to all aspects of courier duties.

      Customer Service

      This position will serve as the initial liaison to all agencies submitting items of evidence to the CBIFS. They are also responsible for communicating and interacting with a variety of internal and external customers. This requires that the individual work effectively and collaborate in a professional, knowledgeable manner in all circumstances. They must treat all customers with dignity and respect, and must be courteous, timely and accurate in both written and verbal communications.

      This position will provide training as necessary, making certain submitting agencies understand and comply with established criteria in order to maintain the evidentiary value and integrity of the evidence. This position will provide support to submitting agencies in use of the laboratory’s web services portal. Customers may include but are not limited to: evidence staff, forensic scientists, laboratory management, law enforcement agencies, coroners and medical examiners and District Attorneys’ staff.

      This position will be responsible for regularly consulting with and deferring to laboratory management as it relates to all aspects surrounding customer service.

      Evidence Storage

      This position must make certain that the items located in the evidence vault are accounted for at all times, securely stored within the vault and the physical and electronic location of the evidence must coincide. The Technician III must comply with all ISO/IEC 17025 requirements along with ensuring that all CBI-FS policies and procedures involving the storage of physical evidence and property are adhered to. This position must ensure that access to the vault is restricted at all times in order to maintain the integrity of the evidence.

      This position is required to be available to assist in audits as required by the policies and procedures of the CBIFS. When errors arise, the Technician III must assist in a root cause analysis to isolate the problem. This position will be responsible for regularly consulting with and deferring to laboratory management as it relates to all aspects surrounding vault audits and evidence storage.
      NOTE: To be considered for this position, you must meet one of the following options for consideration.

      MINIMUM QUALIFICATIONS

      Three years experience researching confidential database, cataloging information and clerical responsibilities.

      OR

      Three years of course work from an accredited educational institution in any field.

      PREFERRED QUALIFICATIONS

      • Experience with evidence handling in a law enforcement agency preferred but not required.

      CONDITIONS OF EMPLOYMENT
      • Must be a Colorado resident at the time of application.
      • A valid current driver's license is required to perform the duties of this position. This position is required to drive a state-owned vehicle to gather evidence from temporary facilities within the region.
      • This position is requires to move up to 40-50 pounds from one location to the next occasionally.
      • This position frequently lifts and carries items or containers that may be heavy or require lifting above the shoulders. This position also requires frequent walking, pulling and pushing.
      • This position is required to be available to respond to the central evidence facility to assist troopers in booking large quantities of evidence.
      • This position may be required to handle, package and store evidence items that could be considered hazardous. Drug testing equipment contains caustic materials or acids as do the dangerous drugs themselves. Although infrequent, it is possible for this position to have direct exposure to hazardous materials.
      • Requires successful completion of a background investigation that includes a polygraph exam, a fingerprint based criminal history search and drug testing.

      WORK ENVIRONMENT

      • 50% -office work including data entry
