      About this Unit:

      Administrative Solutions (AdSol) provides management and oversight for critical administrative and technical services, enabling CDHS to achieve its goals. It is responsible for many support functions to make our agency as efficient, effective, and impactful as possible. Administrative Solutions comprise Human Resources, Facilities Management, Audit, Emergency Management, Legal, Performance Management, Communications, Project Management, Leadership and Organizational Development, and Business Innovation, Technology, and Security.


      Business Innovation, Technology, and Security (BITS) is responsible for managing the Department’s information technology (IT) providers, including relations with the Governor’s Office of Information Technology (OIT). The division serves as the main point of contact for departmental issues involving technology resources and needs. It coordinates activities with the program staff for IT support, operations, maintenance, modernization, and implementation of new IT systems.


      The mission and strategic direction of Colorado Benefits Management System (CBMS) is a system platform used to administer the eligibility component of State programs. CBMS is governed by the Executive Steering Committee (ESC). The ESC is co-chaired by the Executive Directors of the Colorado Department of Human Services (CDHS) and Colorado Department of Health Care Policy and Financing (HCPF) with additional membership from the Governor’s Office, the Governor's Office of Information Technology (OIT), Connect for Health Colorado (C4HCO), and county representatives. This position has combined accountability for CDHS and HCPF for the successful day to day management of CBMS. While the position will be housed in CDHS, there is a dotted line reporting to HCPF. as well.


      About this Position:

      This position is designated as the staff authority for contract management of CBMS. This position oversees CBMS contract management and procurement. This position is responsible for advancing and executing the CBMS contract planning and execution, including managing the Request For Proposal processes for vendor partners associated with CBMS. The position ensures the financial stewardship of the contract financials, including competitive pricing comparisons with other state eligibility contract terms and pricing. The position monitors and ensures CBMS vendor partner contract compliance as well as payment. Overall, this position maintains and/or improves the contract monitoring delivery and effectiveness of CBMS vendor partners in Colorado.

      Reporting to the CBMS Product Owner, this position is the communication conduit between the Budget Workgroup , Work Plan Sub-Committee (WPSC), OIT and ESC for contract related issues/concerns. As such, the position is a member of the Budget Workgroup and WPSC. In order to advance CBMS’s contractual strategic priorities and goals, this position executes and/or oversees the development of reports, funding requests, legislation, policies, budget decision items and other initiatives related to CBMS vendor partner contracts.

      The position works closely with OIT, the CBMS vendors, program area members, WPSC, user groups, and the ESC. Through these interactions, this position contractually advances and supports Colorado’s public assistance programs and the needs of the constituents served by those programs.

      MINIMUM QUALIFICATIONS:

      Experience Only:
      Seven (7) years of relevant professional experience in an occupation related to the work assigned
      to this position

      Professional experience should include procurement or contracting experience (drafting solicitations, vendor selection, strategic sourcing, contract writing, monitoring contractor performance, management and negotiation).

      OR


      Education and Experience:

      A combination of related education: graduation from an accredited college or university with a bachelor's degree in Accounting, Finance, Business Management and Administration, or a closely related field of study and/or relevant experience in an occupation related to the work assigned equal to seven (7) years

      Professional experience should include procurement or contracting experience (drafting solicitations, vendor selection, strategic sourcing, contract writing, monitoring contractor performance, management and negotiation).


      Substitutions:
      • A combination of work experience in the occupational field or specialized subject area of the work assigned to the job, which provided the same kind, amount and level of knowledge acquired in the required education, may be substituted on a year-for-year basis for the bachelor's degree.
      • A master's or doctorate degree from an accredited college or university in a field of study related to the work assignment may be substituted for the bachelor's degree on a year for year basis.


      Preferred Qualifications:

      • Experience with complex, multi-level, multi-vendor procurement processes and contracting procedures, especially in government organizations.
      • Experience in managing federal funding and the reporting necessary to support the use of those funds.
      • Experience managing and monitoring technology contracts and vendors.
      • Experience with the state budget process.
      • Experience with agile methodologies.
      • Working knowledge of contract law, general legal issues and legal interpretation.
      • Working knowledge and understanding of state, municipal and/or federal procurement codes, rules and processes.
      • Excellent communication and problem solving skills.

      • Former State employees who were disciplinarily terminated or resigned in lieu of termination must disclose the information on the application and provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position. Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination will disqualify the applicant from future State employment with CDHS.
