      Hill International is seeking a Change Engineer in Valencia, California

      As a member of the dynamic and supportive Construction Management team, the Change Engineer will assist the Sr. Change Manager in developing construction Contract Change Orders, Change Notices, and Modifications . As a member of the Change team, the Change Engineer will take lead on developing Change Worksheets, a document which becomes the basis for the Contract Change and includes narrative on the scope of work, technical justification, chronology, and cost/schedule impacts. The project Change team has established goals for efficient Change processing, effective communication, and maintaining Change documentation. The Change Engineer plays a key role in this team by coordinating with Project Management, Engineer of Record, Technical Discipline Leads, Project Controls Team, and the Change Team, among other stakeholders to efficiently prepare comprehensive Change Worksheets that meet these standards and goals. Training on the unique nature of blended Contract methods and processes will be provided.

      Qualifications

      • Bachelor's degree in Engineering, Construction Management, or other related field and/or demonstration of equivalent work experience with relevant certificates.
      • Three years of experience in Engineering, Contracts, or Project Controls roles.
      • Five years of experience in Roadway, heavy construction, highway (Caltrans), or transit industry construction projects.
      • Clear and efficient technical copy-writing skills.
      • Excellent organizational, detail-oriented, multi-tasking, and confidentiality skills.
      • Ability to independently track and meet deadlines.
      • Working knowledge of MS Word, MS Excel, and Adobe Acrobat (or BlueBeam) applications.
      • Experienced skill in emotional intelligence, customer service, communication, conflict resolution, reading, writing, speaking, and comprehension.
      • Ability to provide internal and external customers with a courteous and professional experience.
      • Willingness to be a part of a collaborative and supportive team.
      • Valid California Class C driver's license.
      • The ability to work with a diverse workforce.
      • This position reports to the project office primarily with the potential to work remotely up to 2 days a week upon completion of training and evaluation.
      • Full Covid-19 vaccination is recommended. Mandatory vaccinations and proof of vaccination are subject to client requirements, federal, state or local law.

      The salary range for this position is $156,000-$218,000. The offered salary will be based on the applicants qualifications, education, experience and work location.

      Responsibilities

      • Work with internal project stakeholders to investigate and scope Construction Contract Changes.
      • Develop written Contract Change documentation in accordance with Metro Change Control procedures and applicable contact requirements.
      • Verify prerequisites are obtained for each Change.
      • Route Changes in Primavera Unifier for transmittal to the Contractor.
      • Actively coordinate with internal project stakeholders to track and meet project deadlines.
      • Update contract documents including construction plans and specifications to incorporate revisions made via Change process to provide reliable and up-to-date files for use by the Construction Management team.
      • Set, track, and report on Key Performance Indicators for the Change process.
      • Participate in meetings with project stakeholders.
      • Assist the project staff in maintaining Change tracking logs including but not limited to contract document status, changed contract quantities, Caltrans directives, and Change status.
      • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out.
