      Under the direction of the District Court Administrator, supervises the administrative functions of the assigned court location. Supervises the activities of employees engaged in providing customer, caseflow management, financial and other administrative court services. Ensures substantive and procedural compliance with all Michigan Court Rules, State Court Administrative Office Rules and Regulations and other statutory requirements governing the non-judicial operations of the Court.

      This position will be working out of the Holland Court house. The hours are Monday-Friday 8:00AM-5:00PM. Some travel to other locations may be required, as needed. The essential functions of this position include, but are not limited to, the following:
      1. Supervises the activities of employees engaged in scheduling, providing customer services, performing caseflow management functions, receiving and accounting for all monies paid to the Court, administering jury selection processes, court recording, and providing other support for the litigation of criminal, civil and traffic matters before the Court. Oversees high liability duties of employees which include warrant entry, license suspensions, evictions, commitments, and releases to jail.
      2. Provides direct supervision for subordinate staff, including participation in selection, hiring and termination; training, scheduling and provision of work assignments; performance management; administration of policy and procedure; and administration of discipline. Identifies goals and objectives for subordinate staff and provides staff access to training and development opportunities to facilitate professional and personal growth.
      3. Collaborates with the District Court Administrator and the Chief Clerks of the other District Court locations to develop, implement, maintain and modify standardized operating policies and procedures for caseflow and records management, financial management, bond book maintenance, jury services, scheduling, customer services, and other administrative court functions.
      4. Collaborates with the District Court Administrator and the Chief Clerks of the other District Court locations to analyze changes in court policies and procedures required by new and pending legislation and changes in SCAO and Secretary of State rules and regulations and to implement appropriate modifications.
      5. Ensures the accurate and timely preparation and processing of all case documentation in compliance with the rules and requirements of the State Court Administrative Offices.
      6. Ensures the accurate and timely entry and auditing of data to the LEIN system and proper certification of the site's LEIN operators.
      7. Assists and advises subordinate staff in processing complex cases and answering complex procedural questions from attorneys, law enforcement officers, litigants, victims, witnesses and other interested parties.
      8. Participates in the design, development, installation, testing, debugging and implementation of new court information technology systems, including, but not limited to, e-business and document imaging applications. Acts as liaison with technical consultants and innovation and Technology. Provides ongoing technical advice and training to employees
      9. Supervises the daily collection and cashiering functions of the assigned location including daily balancing and preparations of deposits and related daily financial transmittal reports to Fiscal Services.
      10. Identifies one time operational budget needs for assigned court location to submit the Court Administrator for review and inclusion in the Court's operating budget, purchases routine and daily office supplies necessary for the operation of assigned location and ensures timely submission of invoices for payment.
      11. Ensures compliance with all Michigan Court Rules governing records retention and the safe and secure custody and storage of archival records.
      12. Performs other functions as assigned.
      Bachelor's degree in court administration, business information systems, legal secretarial or other relevant field and five years of experience in court administrative services, including at least two years as a lead worker or supervisor. An associate degree is acceptable with ten years of experience.

      Licenses and Certifications:
      Must become LEIN certified within 6 months of the date of hire and maintain certification.
      Must pass the Certified Electronic Recorder examination within 12 months of the date of hire and maintain continuing certification.Required Knowledge and Skills:
      1. Thorough working knowledge of the Michigan Code of Criminal Procedure, chapters of Michigan Compiled Laws frequently applied in civil matters, Michigan Court Rules, and Michigan Secretary of State Traffic Benchbook.
      2. Thorough working knowledge of court administrative procedures and practices.
      3. Thorough working knowledge of civil, criminal and traffic court processes.
      4. Thorough working knowledge of the principles and practices of management and supervision.
      5. Good working knowledge of legal references and research tools.
      6. Good working knowledge of budget management and accounting principles and practices.
      7. Thorough working knowledge of privacy requirements related to court records.
      8. Computer literacy and facility in the use of word processing, spreadsheet and database management applications.
      9. Good working knowledge of document imaging systems and protocols and practices.
      10. Good time management and organizational skills.
      11. Good verbal and written communications skills.
      12. Excellent interpersonal and human relations skills.
      13. Ability to interact positively and professionally with judges, attorneys, prosecutors, law enforcement officers, employees, community and business representatives, plaintiffs, defendants, other parties to litigation and members of the general public with widely divergent socio-economic and cultural backgrounds and varying levels of communication skills.
