- The Chief Code Administrator serves as the Building Code Official for the city;
- Serves on the Historic District Commission as the code administrator;
- Provide field training for inspections, investigations, community engagement, report writing and oversight of the compliance officers;
- Oversees staff, determines work procedures, prepares work schedules and expedites workflow;
- Issues written and oral instructions, assigns duties and examines work;
- Provides oral and written guidance, performance evaluations, and discipline;
- Assures that assigned areas of responsibility are performed within budget, and performs cost control activities;
- Performs inspections during all phases of construction projects for compliance with the Pennsylvania Uniform Construction Code, and adopted municipal ordinances;
- Perform plan review for compliance with applicable laws and ordinances;
- Performs a variety of inspections at residential and commercial properties for compliance with municipal ordinances;
- Explains the requirements of the Pennsylvania Uniform Construction Code, municipal ordinances and other applicable laws to architects, engineers, owners, building contractors and the general public;
- Actively engage the community for code education and outreach;
- Orders unsafe conditions in existing structure to be removed and arranges for condemnation notices to owners and builder of improper or hazardous structures;
- Investigates code violations and prosecutes and assists in prosecuting violation of municipal ordinances;
- Maintains records and creates reports;
- Attends day and evening meetings as required and/or requested;
- Performs research investigations including statistical analysis, library research and personal contact with other agencies;
- Demonstrate ability to identify problems and work creatively to resolve them, complete work within established time frames, and communicate proficiently.

Class Title: Chief Code Administrator
Department of Planning & Codes
Class Definition: Working under the general guidance and direction of the Director of Planning & Codes to perform various inspections, provide training and balance multiple complex objectives under time constraints utilizing various tools, software and technological devices to achieve these goals. This position is considered administrative and is an exempt employment status.

The employee must possess mobility to work in a standard office setting and to use standard office equipment, including a computer, copier and printers and/or plotters. Some outdoor work is required in in the inspection of various land use developments and construction sites.
Strength to life and carry materials and equipment up t o 25 pounds, occasionally life and/or move up to 50 pounds is required. Specific vision abilities and hand-eye coordination to read printed materials, and a computer school; hearing and speech to communicate in person, and over the telephone; use arms and hands to finger, handle, feel operate objects, tools, or controls; and reach with hands and arms.
Minimum Qualifications Required: Graduation from high school or GED, Associates Degree; Experience or education in building trades, engineering, code enforcement, and architecture or building inspection is preferred.
Pennsylvania Department of labor and Industry Uniform Construction Code and International Code Council certification in the following categories:
Commercial Plumbing Inspector, Commercial Mechanical Inspector, Commercial Energy Inspector, and All Residential Certifications.
Pennsylvania Department of Labor and Industry certified Building Code Official.
Additionally, an employee in this position shall be required to obtain Pennsylvania Department of Labor and Industry uniform Construction Code and international Code Council Commercial Building Inspector and Accessibility Inspector/Plans Examiner certifications within one (1) year of the starting date in this position, having no more than two attempts to achieve the certification.
Failure to attain required certifications and licenses in the time specified may result in demotion to a lower paying position, if available, or termination of employment.
Addition certifications may be required throughout the course of employment.
The successful applicant will be subject to an extensive background check before employment.
