      KEY RESPONSIBILITIES

      Credit Oversight and Governance

      • Supervise and direct a wide range of credit risk-related processes and governance, including risk exposure from Bank membership and related collateral, investments, mortgage loans, risk modeling, stress testing.
      • Establish credit risk limits in accordance with the Bank’s risk appetite and provide leadership for all risk and credit-related committees.
      • Lead the team responsible for analyzing and reporting on entity-wide credit risk. This includes underwriting and analysis of depositories, credit unions, insurance companies, and mortgage insurers and establishing requirements for watchlist inclusion.
      • Oversee the team responsible for collateral valuation and haircut adequacy, including the field audits to verify collateral information.
      • Assess and measure mortgage loan portfolio credit risk, including loan default modeling, loss reserve setting and stress testing, and calculation of mortgage-related current expected credit loss (CECL) and risk-based capital (RBC) projections.
      • Evaluate credit risk related to bank investment activities such as broker-dealers, swap counterparties, derivative clearing houses, mortgage-backed securities, repurchase agreements and other cash investments.
      • Supervise credit risk modeling process and models, including those related to probability of default measurement, loan and security collateral market valuation, collateral haircut adequacy, mortgage loss projections, and mortgage loan credit enhancement adequacy.
      • Monitor industry trends and identify opportunities to increase the bank’s operational effectiveness and competitive position within its markets.
      • Research, understand and plan for the implementation of next-generation technology and analytical capabilities within the credit risk function.
      • Play a key role in the implementation of credit risk into enterprise wide-stress testing and risk metrics.
      • Oversee the production and quality of risk reports .

      Credit Regulation

      • Follow regulatory requirements and establish a robust a governance framework.
      • Ensure that the department adheres to regulations, advisory bulletins, and bank policies.

      Executive Leadership

      • Proactively communicate with senior management, Chief Risk Officer, and the Board of Directors regarding key credit risk-related topics and act as a key strategic resource for the bank.
      • Provide key leadership and direction on credit risk-related improvements, efficiencies, and automation.
      • Establish and maintain strong relationships with key external stakeholders, such as regulators, auditors, vendors, and customers. Represent the bank and its mission in a variety of public forums, such as industry conferences, media interviews, and community events.
      • Develop, generate, and explain complex financial information requests in a timely and accurate manner for FHLBI management and other parties as required.

      DESIRED OUTCOMES

      • Develop a clear and concise credit risk appetite across all products, and further refine policies, procedures, and monitoring processes. Enhance and build strong credit risk oversight committees accordingly.
      • Maintain FHLBI’s credible, respectful, and open relationship with the regulators.
      • Encourage a transparent and connected culture between the credit risk organization and FHLBI’s executive leadership team and Board of Directors.
      • Create a meaningful balance between business growth needs and FHLBI’s risk appetite. This includes consistent and transparent credible challenges to the line of business leaders while still supporting growth consistent with FHLBI’s mission and strategy.
      • Ability to uphold and model the bank’s guiding principles.
