Provide executive strategic and tactical direction and support to the directors, managers and supervisors of the County Clerk’s Office.
Delegate or review the management of work assignments, the delivery of services and resources provided, and the appropriate budgets required.
Ensure the training, evaluation and personal development of the Department’s employees; handle difficult problems; manage the development, implementation and oversight of applicable unit products and services; monitor the department resources; and ensure compliance with policies and laws.
- Performs visioning and implementation tasks at a higher level of organizational responsibility that may have a significant financial, policy or impact of actions/tasks than positions.
- Directly responsible for the management of employees within the County Clerk’s Office.
- Conducts management analysis or problem solving of issues affecting the department.
- Assesses effectiveness of service delivery methods, identifying opportunities for improving service and implementing improvements.
- Performs or oversees the activities of County Clerk managers and supervisors in the performance of all managerial functions to plan, organize, prioritize projects/tasks, acquire/assign staff, coordinate, review and control the department in full compliance with existing laws for achievement of both short- and long-term goals.
- Maintains good working relationships with other agencies, county, state and federal departments and keeps staff/supervisors informed of joint ventures and resources.
- Coordinates activities and programs with other departments to expedite work and improve interdepartmental performance using tact and diplomacy.
- Attends various committee meetings and may represent the County on local boards.
- Administers and supervises division and personnel matters which include hiring, termination, employee review/evaluation, motivation, recommending pay increases or actions, approving leave, new hire training, and recommending continuing education opportunities that are available for staff.
- Supervises personnel matters including disciplinary actions and resolution of departmental employee disputes.
- Acts as resource for staff questions regarding customer, client or citizen issues, policies, etc.
- Directs the development and administration of the County Clerk’s Office annual budget, including capital and fixed cost expenditures. Monitors costs and levels of staffing, equipment, materials and supplies. Monitors and approves expenditures and implements cost saving programs.
- Maintains knowledge of skills, processes and best practices in area of responsibility.
- Performs all other related duties involved in the operation of the County Clerk’s Office as assigned or required.

Minimum Requirements

TO APPLY, must have a Bachelor's degree or higher + Six (6) full-time years of related progressive managerial work experience (having had the responsibility of overseeing the work of managers), including Five (5) or more years of related supervisory experience in a similar/related work environment.

TO APPLY, must have an Associate's degree + Eight (8) full-time years of related progressive managerial work experience (having had the responsibility of overseeing the work of managers), including Five (5) or more years of related supervisory experience in a similar/related work environment.

TO APPLY, must have a High School diploma or GED + Ten (10) full-time years of related progressive managerial work experience (having had the responsibility of overseeing the work of managers), including Five (5) or more years of related supervisory experience in a similar/related work environment.
Spreadsheet and/or word processing software knowledge and appropriate utilization experience preferred, with either specialized programs or general applications like Microsoft Office Suite.
Excellent and very sound verbal and written communication/presentation skills with ability to articulate important information/concepts and positively influence other people such as co-workers or in internal/external groups or organizations.
Advanced and very effective interpersonal, training, negotiation, conflict resolution and leadership skills.
If hired, must provide proof of educational attainment
at New Hire Processing or during the promotional process.

While performing the duties of this position, the incumbent is regularly required to sit, stand, walk, lift, bend, stoop, push and pull.
SUPERVISORY RESPONSIBILITIES:
This position directly supervises eight (8) division managers and one hundred and seventy-eight (178) indirect reports.
PHYSICAL DEMANDS AND WORK ENVIRONMENT:
While performing the duties of this position, the incumbent is regularly required to sit, stand, walk, lift, bend, stoop, push and pull.
OTHER REQUIREMENTS:
Regular attendance is essential. Incumbent must arrive at work on time, prepared to perform assigned duties and work assigned schedule. Incumbent must have the ability to work well with others. Incumbent must be able to perform the essential functions of the position without posing a direct threat to the health and safety of themselves and others. The incumbent is given significant managerial latitude in exercising judgment and discretion within relevant regulations, policies and procedures and then determining courses of action that have an effect on the organization.
