- Researches, develops, and implements policies, programs and procedures concerning efficiency and innovation.
- Writes, maintains, prepares and analyzes reports and other data related to efficiency efforts
- Develops, analyzes and tracks performance improvement measures.
- Supports the energy and resource management plan and goals.
- Markets efficiency programs and initiatives to the citizens and businesses of the County.
- Facilitates an efficiency education outreach program.
- Contributes to the creation of a culture of innovation.
- Provides assistance to the incorporated municipalities to develop efficiency efforts.
- Participates and represents the Administration on various local, State and Federal committees/boards related to efficiency and innovation.
- Prepares and manages division budget.
- Thorough knowledge of the principles and practices of public administration and the functions stated under "Nature of Work";
- Possession of advanced research, writing, and editing skills;
- Excellent communication skills, both oral and written;
- Skills and ability to express planning ideas and processes;
- Ability to direct, coordinate and manage the work of others;
- Ability to critically evaluate the work of others;
- Ability to work independently; exercise sound professional judgment;
- Ability to bend, stoop, kneel, sit or stand depending upon assignment;
- Ability to drive a vehicle while carrying out some assignments.
EDUCATION & EXPERIENCE: - Possession of a Bachelor's Degree in Environmental Science, Environmental Planning, Public Administration, Public Policy or a closely related field.
- Six (6) years of progressively responsible experience in planning, research, development or analysis including three years (3) in a managerial supervisory capacity.
CERTIFICATION AND LICENSE: - Possession of a valid Class "C" non-commercial driver's license with no more than three (3) points. Please be advised this position requires a valid driver's license. SAFETY: - Must comply with all Federal (OSHA), State of Maryland (MOSH), safety regulations and applicable Harford County safety policies, procedures, or manual as required for this position.
Under administrative direction, has responsibility for developing and implementing innovative strategies and solutions to improve operational efficiency; working collaboratively with all County-departments and agencies to measure and manage performance improvement measures; contributing to a culture of innovation; supporting the energy and resource management goals.(The following examples illustrate the work performed in the positions in the class.
