      The Chief Equity and Inclusion Officer serves as a senior member of the organization, partnering with other executive and senior leaders to develop and drive forward the key strategies of the organization and leads our commitment and strategy to be a diverse, equitable, and inclusive organization.

      Anticipated Hiring Range: $1 20 , 711 – $139,927 Annually

      Full 2024 Pay Range: $120,711 - $160,928 Annually

      • Develop and implement strategies at the organizational and community level to advance racial equity, inclusion, and outreach for the City of Bloomington
      • Provide strategic cross-city leadership, coordination, and supervision of division staff
      • Assign responsibilities, work schedules, and delegate work to ensure efficient and high-quality service delivery
      • Lead and develop outreach programs, education and support as needed or directed
      • Review and evaluate performance on a regular basis, commend or pursue corrective action as necessary Encourage employee development and training
      • Serve as citywide consultant on racial equity, inclusion, and outreach matters
      • Facilitate, convene, and work with staff on the development, deployment, and progress measurements of racial equity policies, procedures, and programs
      • Develop ongoing training, education, and learning programs for staff or partners
      • Make recommendations to city leadership on overall race equity programs, policies, training, learning and other areas as needed
      • Develop tools and performance measures and provide outcome reporting on regular basis. Conduct surveys, focus groups, or perform other methods of data collection to create metrics for and track outcomes for initiatives
      • Develop analytical tools to support all departments in identifying the racial equity impacts of policies and decisions
      • Collaborate with others and establish relationships with culturally specific organizations and educational institutions
      • Provide support, direction and management to commissions or committees as needed for advancement of racial equity and inclusion
      • Act as a resource and referral agent for city information and services
      • Represent City in State, Regional and National discussions related to equity and inclusiveness
      • Serve as a change agent and a resource within the organization to fellow City staff and officials in identifying and removing structural bias and inequities in City policies, programs and services
      • Help develop, support and model a positive and productive workplace culture and customer service emphasis based on equity, respect and inclusion
      • Actively pursue education, networking and learning opportunities to stay abreast of new and emerging issues in the field of equity and inclusion. Actively encourage other City leaders to do likewise
      • Develop and maintain effective professional relationships with other race and equity practitioners, particularly in the public sector and around Minnesota. Proactively share new information through all levels of the organization
      • Project management
        • Assist in managing community driven racial equity initiatives that develop from City of Bloomington Racial Equity Strategic
        • Manage and facilitate projects aimed at achieving the City's racial equity goals
        • Monitor and analyze program benchmarks using an analytical framework to show the impact and outcome of projects
        • Manage and maintain strong relationships with a broad set of stakeholders, including senior government officials and other stakeholders of City services
        • Ability to bridge communications across diverse stakeholder groups to advance the work and foster trust
      • Training
        • Develop and provide trainings to increase capacity of City staff and residents to collaborate in achieving more racially equitable City services and policies through training and create training tools and other resources to enable City leaders, staff and Bloomington residents in understanding the history of systemic oppression in government policy
        • Assists individual staff members, teams and work groups in understanding and applying trainings to their day-to-day work
        • Perform other related duties as apparent or assigned
        KNOWLEDGE, SKILLS, & ABILITIES REQUIRED
        • Knowledge of program planning, including evaluation, communication methods and techniques
        • Ability to partner at all levels of an organization with a capacity to influence a broad group of stakeholders, partners, and senior leaders without direct authority
        • Demonstrated experience working effectively with and across diverse communities, including specific expertise with people of color, underrepresented groups, and new immigrant populations; American Indians and other indigenous peoples; people with both apparent and non-apparent disabilities; women; people of various gender and sexual identities and expressions; and first-generation students from economically disadvantaged backgrounds
        • Knowledge of adult learning methods and group facilitation techniques
        • Ability to plan and deliver effective and engaging presentations and/or trainings to a variety of audiences.
        • Ability to work independently, self-motivate, and prioritize tasks appropriately
        • Strong interpersonal skills and the ability to maintain effective working relationships with a wide variety of City staff and members of the public
        • Ability to gain cooperation from others through formal and informal authority
        • Ability to accurately analyze and effectively resolve problems and conflicts, often involving sensitive and emotionally-charged situations
        • Ability to demonstrate respect and discretion and maintain confidentiality when dealing with sensitive or private information

        • Experience leading institutional change in racial equity
        • Experience developing and implementing sound community organizing strategies and community leadership development with the goal of advancing racial equity policy in local, regional, state or national government institutions
        • Knowledge of institutional and structural racism, specifically the impact of the historic role of government policies and practices
        • Understanding of income, racial and place-based inequities and related current dialogue locally, regionally, nationally and internationally
        • Experience participating in developing and implementing policy measures for municipal governments
        • Ability to thoughtfully communicate with and respectfully engage diverse stakeholders around a shared vision for achieving results
        • Good human relations skills and strong cultural agility
        • Experience developing multi-cultural and multi-racial teams to achieve racial equity through collective action
        • Team-building experience and skills
        • Problem-solving and conflict resolution skills
        • Strong skills in community organizing principles and coalition-building
        • Bilingual skills in Spanish, Somali, Amharic, Oromo, Hmong, Vietnamese and/or Lao

        MINIMUM QUALIFICATIONS
        • Five (5) years in the public sector performing diversity/equity/inclusion project management duties and/or designing and delivering anti-racism training; OR an equivalent combination of Bachelor’s degree and two (2) years of experience closely related to the duties of the position
        • Demonstrated senior level experience articulating a vision, translating it into executable strategy, and driving cross-functional teams to deliver against a plan
        • Experience with organizational change, with the ability to lead multiple multi-layered projects with stakeholders at different levels of an organization
        DESIRABLE QUALIFICATIONS
        • Bachelor’s degree in human services, social work, business or public administration, education, or other related field
        • Experience in providing direct supervision preferred
        • Demonstrated examples of professional successes from implementation of specific policy/project/program that resulted in advancing equitable or inclusive organizational/community change
        • Knowledge of municipal services, departments and practices
        • Experience working with advisory and/or decision-making boards
        • Experience coordinating and communicating with diverse groups, interests and staff
        • Previous experience living or working with diverse populations
        • Fluency in Spanish, Hmong, Russian, Somali, Vietnamese or other non-English language(s) commonly found in the community
