      The Department of Innovation & Technology (DoIT) delivers statewide technology, innovation and telecommunication services to state government agencies, boards, and commissions as well as policy and standards development, lifecycle investment planning, enterprise solutions and privacy and security management.

      DoIT is seeking a Chief Information Officer (CIO) to lead our team supporting designated state agencies. The Chief Information Officer has an in-depth knowledge of the current and up-and-coming trends in the IT field and be highly proficient in the discipline of software development, project management, and team development. To be successful you will need to be highly analytical, professional, communicate effectively, and possess excellent organizational skills.

      The selected candidate will apply data strategies, improve delivery, and continue to align with enterprise direction to ensure compliance across all systems and applications within the CIO’s purview. The candidate will have experience managing customer relationships, collaborating with architects, team leads, designers, product managers, quality control, documentation, and executive team members.

      Job Responsibilities

      Serves as a Chief Information Officer (CIO) for the Department of Innovation and Technology:

      • Serves as principal policy formulating administrator for the management process for DoIT Information Technology (IT) services.
      • Develops and implements policies and procedures for the long and short-term strategic goals of DoIT.
      • Brings current knowledge and future vision of leveraging information and technology in business model design, business capability performance re-engineering and product and service development.
      • Ensures integration with the enterprise strategy and plans and IT capabilities are delivered reliably, sustainably, and securely.
      • Provides strategic direction and oversight for the design, development, operation, and support of IT systems and programs that fulfill the needs of the business.
      • Conducts complex analysis and reports findings and recommendations to the Group CIO (GCIO) and senior management at designated state agencies.
      • Consults with and advises GCIO and agency senior management on all matters of policy and procedures relating to the Department.

      As a Chief Information Officer for DoIT, develops technology vision, leadership, and strategic directions for information technology (IT) that address the needs of the designated Agency:

      • Oversees and approves all aspects of the Agency's IT infrastructure, architecture and networking requirements, applications programming, information system resources, enterprise IT projects and technical support staff.
      • Analyzes the computer and information needs of each Office from an operation and strategic perspective to determine immediate and long-range personnel and equipment requirements.
      • Ensures all IT applications align with enterprise directives and comply with IT Security and Accessibility edicts.
      • Leads and directs the evolution and development of the IT infrastructure and staff within the Agency.
      • Serves as Department’s information system liaison; Interacts with other agency information systems professionals and key non-data processing professionals within the agency.

      Provides leadership to subordinate division managers in planning, coordinating, implementing, and reviewing of significant and unique projects for business process improvements:

      • Directs and coordinates the functions and activities of IT divisions for the development and approval of all program revisions as well as the initiation of work methods and procedures.
      • Confers with subordinate division managers regarding program development and modifications.
      • Convenes staff meetings to discuss program developments, new and/or revised amendments to State statutes, and policy and procedural changes which affect agency support operations.
      • Defines organizational areas of research, information and data required to assist all agency management staff in decision making processes.
      • Consults with and advises subordinate managers in the proper interpretation and application of statutes and DoIT and agency rules and regulations.
      • Travels to attend meetings and training.

      Develops an annual operating budget:

      • Develops, prepares, and submits an annual operating budget, possessing resource committal authority to reallocate funding and/or personnel, and monitors to assure operations are within established constraints.
      • Monitors and implements all budget, fiscal, voucher and purchasing procedures for the Office.

      Develops new legislative proposals or modifications and makes recommendations to the GCIO, senior leadership and Agency Director’s concerning DoIT and the designated agency’s position on various legislative proposals:

      • Monitors progress of proposed bills and amendments.
      • Meets with, appears, and testifies before legislative committees to promote legislation and to create and enhance a climate of legislative awareness relative to DoIT and the designated agency’s goals and needs.
      • Interprets new legislation and determines impact on policies, procedures, rules, and regulations.

      Participates in Executive level management meetings:

      • Keeps the GCIO, executive staff, and agency director apprised of programs or project progress, problems, or any matters relative to agency policies, procedures, goals and/or objectives

      Keeps abreast of current and advancing Information Technology:

      • Reviews and evaluates current literature reflecting advancements in Information Technology.
      • Attends and participates in seminars, workshops, conferences, and other meetings to give and receive information related to current "state of the art.”
      • Researches and develops recommendations regarding acquisition of data and word processing equipment.
      • Supervises installation, start-up, and operation of all new equipment obtained by the Agency.

      Independently negotiates with vendors to hire contractual staff:

      • Negotiates with vendors for procurement or equipment and supplies relating to information systems.

      Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

      Knowledge, Skills, and Abilities

      Minimum Qualifications:

      • Requires knowledge, skill, and mental development equivalent to completion of (4) four years of college, preferably with course work in Information Technology, Management Information Systems, Computer Science, or related field.
      • Requires (4) years of progressively responsible Information Technology management and administrative work experience.

      Preferred Qualifications (In Order of Significance):

      • Experience managing state-of-the-art large-scale IT operations.
      • Experience developing, implementing, and interpreting departmental policies and procedures.
      • Experience in effective enterprise-related planning and decision-making.
      • Experience analyzing administrative programs and developing and implementing an effective course of action.
      • Experience supervising professional Information Technology staff.
      • Experience interacting with and communicating in oral and written form with internal and external stakeholders.
      • Experience building effective, responsive relationships with diverse user constituencies.
      • Experience estimating and budgeting for future needs and costs of personnel, equipment, supplies and services.
      • Experience building effective, responsive relationships with diverse user constituencies.
      • Experience building a service-oriented culture among IT professionals.
      • A Masters’ degree in management information systems or computer systems.

      Employment Conditions

      Work Hours: 8:30am-5:00pm; Monday-Friday
