- Oversee the medical library's operation, administration, and management
- Apply theories, principles, and techniques of library and information management to develop collection development policies for the biomedical library.
- Perform library inventory management.
- Develop and manage annual library budget.
- Utilize biomedical database systems to perform literature searches for researchers.
- Develop requirements for library-related contracts.
- Liase with user groups and internal/external offices or professional organizations.
- Plan and conduct library orientations and training sessions on resources and services provided.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for Secret security clearance or access for the duration of employment.

About the Position: Walter Reed Army Institute of Research (WRAIR) is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-04 pay band is equivalent to the GS-13 step 1 to GS-14 step 10 level.Duties

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. In order to qualify, you will need to meet the basic requirement for the position:
Basic Requirement:
One full academic year of graduate study in library science from an accredited college or university, in addition to completion of all work required for a bachelor's degree. (NOTE: You must attach a copy of your transcript with this application package for verification).
-OR-
A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, you must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services. (NOTE: You must attach a copy of your transcript with this application package for verification).
In addition to meeting the basic requirement above, you must also meet the minimum requirements listed below under Specialized Experience AND Specialized Knowledge:
Specialized Experience:
One year of specialized experience which includes: 1). Assisting with managing the operations of a scientific library; 2). providing information/research support to personnel/staff; and 3). Collaborating in developing library policies and/or program(s). This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (DJ-03/GS-12).
-AND-
Specialized Knowledge:
(a) A full 4-year course of study in an accredited college or university that meets all academic requirements for a bachelor's degree that included at least 24 semester hours in biomedical science; or that included any combination of subjects with at least 15 semester hours in a major subject (such as physics or chemistry) that is especially applicable to the position for which the applicant is being considered. (NOTE: You must attach a copy of your transcript with this application package for verification).

(b) Four years of pertinent experience of such nature and level to provide a knowledge of the basic principles, theories, practices, techniques, terminology and expressions of biomedical science; an understanding of the standard methods, procedures, and techniques of research and analysis in this subject-matter field; the ability to acquire additional information about the field and related fields; and some knowledge of literature resources in the field. Such experience should be equivalent to that which would have been acquired through successful completion of a full 4-year curriculum in an accredited college or university with major study in appropriate subjects, or combination of subjects, as specified in (a) above.

(c) Any time equivalent combination of experience as described in (b) with education as described in (a).
