- Responsible for the management of the project’s programmatic and administrative aspects.
- The Chief of Party has full authority and accountability for project decisions as delegated by Abt Associates corporate office.
- Serves as the highest-ranking Abt Associates’ employee on the project, representing the project to the Ministry of Health and Social Services (MoHSS), USAID Namibia and other stakeholders.
- Provides immediate or secondary supervision over a staff of professional, administrative, and clerical employees.
- Manages all of Abt Associates’ project affairs, including recruiting, hiring and directing project staff, overseeing the financial affairs of the project, managing project reporting and relations with the prime contractor, USAID, and the host country government.
- Directs program planning, implementation, and evaluation activities including strategic planning.
- Sets and pursues a results-oriented program strategy in coordination with the project team and in consultation with USAID, MoHSS, other partners and stakeholders.
- Leads the development and production of all deliverables, including annual country work plans, semi-annual reports, and End-of-Project reports.
- Ensures that all country planning activities and other deliverables are achieved in a timely manner.
- Oversees the development and timely implementation of monitoring plans for all project activities and ensures that data required for USAID performance benchmarks and results frameworks are produced.
- Ensures that staff, team members and consultants understand their roles and responsibilities and comply with cooperative agreement requirements, USAID and Abt policies and procedures.
- Ensures that project budget projections, expenditure, tracking and reporting are in accordance with USAID and Abt Associates requirements, procedures and practices.
- Ensures that lessons learned, and best practices are documented and shared.
- Maintain regular communication with Abt Headquarters team, in regards to project updates and general project management aspects.
- Bachelor’s Degree + Fifteen years of relevant experience, or Master’s Degree + Twelve years of relevant experience, or PhD + Ten years of relevant experience.
- Masters degree in relevant field is preferred.
- 5+ years of experience in a senior project management role.

The Opportunity
Abt Global is implementing the USAID/Namibia’s Scaling up Access for Expanded Voluntary Medical Male Circumcision Services (SAFE) Activity, a five-year, $33 million project to increase access to and uptake of quality voluntary medical male circumcision (VMMC) services across Namibia. Under the project, Abt and its partners will support the Namibian Ministry of Health and Social Services in reaching its goal of providing the comprehensive VMMC service package to an estimated 250,000 boys and men as part of the country’s overall strategy to sustain HIV epidemic control.
As the Chief of Party, you have overall responsibility for cooperative agreement fulfillment in country. This includes management of all project’s programmatic and administrative aspects – including supervision of a staff of professional, administrative, and clerical employees. The Chief of Party has full authority and accountability for project decisions as delegated by Abt’s corporate office.
The Chief of Party will represent the project to the host country government, U.S. Mission, and USAID. You will be responsible for all project work and administrative activities related to the cooperative agreement.
This is a short-term assignment with an anticipated end date of October 17, 2024.
