JOB SUMMARY
Oversees the activities and operations of the Sewer District’s public safety including law enforcement, criminal investigations, crime prevention, emergency medical services, emergency preparedness disaster responses, organizational and related community problem solving, code enforcement, general community support services, and related services. Responsible for managing security risks, working with security personnel, maintaining adequate security staffing levels and ensuring security/safety policies and procedures are equal to industry best practices. Serves as advisor for security operations and public safety policies and provides safety education for the Security team and Sewer District employees. Implements safety protocols and emergency action plans. Performs other duties of a similar nature as may be required.
ESSENTIAL FUNCTIONS
- Directs the implementation for Security services and activities. Plans short- and long-term security objectives. Develops strategies and leads Crisis Management initiatives.
- Leads the development of security policies and procedures with the assistance of the Lieutenant and ensures security policies and procedures reflect the Sewer District’s Disaster Recovery and Crisis Management Plans.
- Recommends security upgrades such as physicals, policies, procedures, software, equipment and technical improvements based on industry best practices to ensure compliance, and protects health and welfare of Sewer District employees, customers and facilities.
- Plans, directs, and coordinates, through subordinate level staff, security organizational objectives and related tasks and assignments. Assigns projects and programmatic areas of responsibility. Reviews and evaluates work methods and procedures. Meets with key staff to identify and resolve problems.
- Sets performance objectives and monitors performance outcomes. Evaluates staff by addressing performance development needs while acknowledging performance successes. Provides corrective action when necessary.
- Evaluates existing physical and technical security systems and services. Recommends alternatives and/or upgrades when necessary. Suggests solutions to security problems. Implements Sewer District-wide procedures.
- Identifies points of danger or crime risk. Assesses probability or likelihood of an event presenting security risks. Leads the preparation of plans to account for unexpected or unlikely occurrences. Initiates actions and work within the Incident Command System (ICS) and/or Unified Command System (UCS) within any emergency situation.
- Evaluates implications of research findings from vulnerability assessments. Uses information to assess potential threats, threat levels, and risks. Reports findings to senior management and suggests courses of action to eliminate.
- Leads preparation for emergency response. Stays apprised of unsafe situations, conditions and/or occurrences. Makes decisions on procedures and courses of action that potentially affect the security of employees and communities within the Sewer District’s service area. Frequently reviews changing dynamics of vulnerability to aid continuous process improvement and continually re-evaluate hazards.
- Provides verbal and written information regarding security issues and situations to senior management, employees and Sewer District customers as necessary.
- Maintains positive relationships with outside agencies at local, state and federal levels, interacts with public entities such as police and fire departments and other security agencies for crisis management teams. Strengthens relationships with police associations such as the Cuyahoga County Chiefs of Police and Ohio Association of Chiefs of Police and represents the Sewer District at public meetings, conferences and/or seminars and make presentations as necessary. Facilitates agreements for mutual aid and memorandum of understanding for collaboration partnerships.
- Leads the preparation of the department budget. Ensures budgetary controls are followed throughout the department. Oversees the development and administration of the department budget. Recommends and forecasts funds needed for staffing, equipment, materials, and supplies. Approves expenditures and implements budgetary adjustments as appropriate and necessary.
- Evaluates security-staffing levels and allocates adequate amounts of resources to ensure safety and security of Sewer District employees, customers and facilities.
- Responsible for access control, parking and security arrangements at all Sewer District facilities. Ensures proper security clearance levels are assigned to each employee and visitor and identification badges and parking permits are issued and displayed properly.
- Undertakes regular checking of precision security equipment, machinery and tools to ensure working order.
- Performs other duties of a similar nature as may be required.
MINIMUM JOB REQUIREMENTS
EDUCATION
- Candidate must possess an associate degree in Law Enforcement, Criminal Justice or a closely related field OR the candidate must have completed sufficient coursework toward a bachelor’s degree, from a 4-year degree program, in a declared major within a related field.
- Equivalent combination of relevant education and experience may be substituted as outlined in the Education Equivalencies Policy.
EXPERIENCE
- Candidate must possess ten (10) years of progressively responsible experience in a security or law enforcement position where oversight of daily operations was a major responsibility of the job.
- Experience must include five (5) years supervising, managing, and/or leading people, projects, and/or processes.
OTHER REQUIREMENTS
LICENSURE AND CERTIFICATIONS
- Candidate must possess a current certification as a police officer in the State of Ohio as verified through the Ohio Peace Officer Training Commission (OPOTC).
- Candidate must possess a valid driver’s license with a driving record in accordance with the Sewer District’s acceptable guidelines.
- Candidate must possess a certificate of completion of the Red Cross Standard Multimedia First Aid Course.
KNOWLEDGE, SKILLS, AND ABILITIES
- Candidate must possess knowledge in law enforcement, how to implement safety protocols and emergency action plans, techniques for coordinating assigned activities, and uniform standards, policies, regulations, and practices.
- Knowledge of ProWatch Security or equivalent system, and electronic and hard key access control system and video technology.
- Candidate must possess the ability to perform a broad range of supervisory responsibilities and be able to establish and maintain cooperative working relationships with employees, law enforcement agencies, and the general public.
- Candidate must have excellent verbal and written communication skills.
- Candidate must be proficient in Microsoft Office Suite, including Word, Excel, Outlook and PowerPoint.
PHYSICAL AND MENTAL REQUIREMENTS
During the course of performing the essential functions of this position, the employee must be able to analyze, communicate, comprehend, coordinate, make decisions, possess general intelligence, interpret, negotiate, possess numerical intelligence, organize, problem solve, have resilience and perform tasks. Physical work will need to be performed such as balancing, bending, climbing, crawling, crouching, driving, feeling, kneeling/squatting, reaching, sitting, standing, talking, typing and walking. Repetitive movements will need to be performed such as simple grasping, power grasping and fine manipulation with one or both hands. Ability to push, pull and lift from floor to waist, waist to shoulder or floor to shoulder up to 101+ lbs. on an occasional basis may be necessary. Position will require visual demands of accommodation, color vision, depth perception, far acuity and near acuity. Ability to withstand extremely loud noise exposure for fifteen minutes or longer on an infrequent basis is required. Exposure to environmental conditions such as respiratory hazards, extreme cold/heat (non-weather related), outdoor work, vibrations, wet/humid conditions, work around large machinery and work at heights is encountered in this position.
Pay Range: USD, Commensurate with Experience
