- Providing oversight and direction for GRTC’s system, service, and operational planning functions.
- Develop long and short-range operation plans.
- Providing operational oversight and direction for GRTC’s transit operations and services, including bus, ADA paratransit, and specialized services operations and maintenance.
- Monitor daily service delivery levels.
- Providing oversight of GRTC’s vehicle and facility maintenance and overseeing a state of good repair for specified areas of responsibility.
- Participating in capital project planning processes to evaluate operational functionality and recommend enhancements for operational effectiveness.
- Serve as staff lead to GRTC Board of Directors Operations Subcommittee.
- Monitoring transit service and identifying opportunities for improvements/efficiencies; developing and implementing change initiatives.
- Meet regularly with each department head (Transportation, Maintenance, Training & Risk Management) to discuss the status of each department, identify any possible issues, and collaborate on future solutions.
- Developing and monitoring objectives, policies, and procedures for Transit Operations, Training & Risk Management, and other departments assigned by the CEO.
- Monitoring departmental performance measures.
- Develop, Analyze, and monitor Key Performance metrics.
- Oversee the Training and Risk Management Department, which is responsible for safety training programs, identifying potential safety risks, and developing strategies to mitigate those risks, including but not limited to OSHA requirements,
- emergency response plans, and reporting safety incidents.
- Working with the Chief Financial & Administration Officer and other Senior Staff, providing input into the development of GRTC’s operating and capital budgets.
- Monitoring, tracking, and working to improve project delivery.

- Skill in developing, implementing, and interpreting goals, objectives, policies, procedures, work standards, and internal controls.
- Knowledge of operational principles and methods, including operational plans, maintenance plans, budget development and implementation, and employee supervision.
- Excellent managerial and problem-solving skills required.
- Excellent oral and written communication skills required.
- Excellent organizational and interpersonal skills required.
- Bachelor’s degree in business, public administration, supply chain management, or a related field from an accredited college or university. MBA or master’s degree in a related field preferred.
- Eight (8) years of executive management experience.
- Prior transit-related experience desired.
Chief Operating Officer
The Chief Operating Officer (COO) holds an executive-level position, reporting directly to the CEO. This role provides leadership and direction for GRTC’s internal operations to optimize organizational effectiveness. The COO is responsible for ensuring a safe and efficient transportation system by planning, organizing, and directing GRTC’s Bus Operations, Training & Risk Management, and Maintenance Division. As GRTC’s lead for bus, ADA paratransit, and specialized transportation, the COO significantly impacts the organization’s success by overseeing day-to-day transit functions, guiding long-term decisions related to public transportation, managing operating resources and capital assets efficiently, and aligning essential business functions to support operations. This position also identifies and implements new approaches and technologies to continuously improve customer service, performance, safety, and teamwork. It sets the tone for a culture of continuous improvement throughout the organization and ensures cost-effective resource utilization. Additionally, the COO plays a crucial role in managing the Collective Bargaining Agreement and fostering positive working relationships with Union leadership to work toward common goals as an integral part of their responsibilities.
