      POSITION TITLE: CHIEF PROGRAM OFFICER

      DEPARTMENT: ADMINISTRATION

      REPORTS TO: CHIEF EXECUTIVE OFFICER

      FLSA: 1.0 FTE, EXEMPT, NON-UNION

      COMPENSATION: $ 120,000.00- $130,000.00 (DOE)

      POSITION OVERVIEW:

      The Chief Program Officer (CPO) is a senior management position and part of the Executive Leadership Team composed of the Chief Executive Officer, Chief Strategy Officer, Chief Program Officer, Chief Clinical Officer, Controller, Director of Human Resources, and Director of Operations.

      In collaboration with the CEO, the CPO will: articulate and implement the strategic vision and provide leadership of the agency; oversee a significant portfolio of programs and administrative services; evaluate the effectiveness of programs to provide ongoing formative feedback to achieve maximum community impact and high-quality participant experience; raise the agency’s profile through fostering external relationships; provide mentoring, guidance, supervision, and professional development to all assigned leadership staff; and enhance the efficacy and reach of the organization by staying abreast of best practices and emerging developments in relevant service strategies linked to the La Familia mission.

      Under the guidance of the CEO, the CPO will engage with the Board of Directors as appropriate to keep them informed of high-level opportunities and challenges facing the organization.

      The CPO will, on an ongoing basis, review services offered and participate in development of new or expansion of existing programs as needs emerge and funding sources become available. The CPO will partner with other leadership and administrative staff while also being responsible for all assigned program planning, organizing, operating, and staffing.

      Essential Job Functions and Responsibilities:

      • Organizational Leadership:
        • Provides leadership directly and indirectly for any and all La Familia staff and contractors to ensure that services and duties are being performed at the highest possible quality and in line with the stated Mission, Vision, and Values of La Familia.
        • Leads, participates in, designs, and/or collaborates on agency-level policy, initiatives, and committees.
        • Provides troubleshooting, thought partnership, insight, and support to the Executive Team and leadership staff as relevant and necessary.
        • Develops and maintains organizational-level knowledge and history to ensure clear and smooth connections among programs, staff, and clients to ensure meeting organizational objectives.
      • Social Service and Community Advocacy Oversight and Leadership:
        • Co-creates and implements the vision and high-level strategy for all social service and community advocacy programs with the CEO, CSO, and Program Leadership.
        • Acts as the primary individual responsible for leadership of all non-clinical social service and community advocacy programs and administrative support functions related to those programs, including new department and/or program design and implementation.
        • Ensures that all assigned agency programs are operating effectively and are in alignment with the La Familia’s Vision, Mission and Values. Portfolio currently includes the following:
          • Community Outreach Department
          • Developmental Disabilities Services Department
          • Housing Department
          • Diversion and Reentry Programs Department, including Youth Workforce
          • Equity Initiatives Department
        • Works with the La Familia’s program leadership team to ensure that all administrative policies and practices are implemented in compliance with the contractual obligations, best practices in the field, and administrative guidelines.
        • Provides oversight to La Familia departments, programs, and staff, as assigned.
        • Provides back-up to department/program leadership staff as needed and particularly in the absence of department/program leadership staff.
        • Actively networks and collaborates with internal and external stakeholders to enhance La Familia services and to meet organizational objectives.
        • Leads and collaborates on special projects related to the success of the organization.
        • Oversees recruitment processes alongside the Human Resources team and leadership staff including: using network connections to identify appropriate entities for staff recruitment, develop and update job descriptions and interview questions, advise leadership staff on final staff selections and onboarding.

      • Staff Management and Supervision:
        • Provides leadership and supervision to management and supervisory staff including, but not limited to:
          • Weekly individual supervision meetings with all direct report staff.
          • Training and coaching regarding supervisory skills and strategies based on individual leadership development needs.
          • Regular informal feedback (in addition to organizationally-determined formalized feedback processes) to ensure that all staff continue to develop professionally over time.
        • Supports leadership staff in providing guidance for all program staff:
          • Review and provide feedback on Program Manuals for each program and Staff Orientation materials, no less than annually.
          • Establish and enforce expectations related to professional ethical comportment.
          • Review and provide feedback related to training processes and materials for all programs and staff.
          • Provide back-up support when other department/program leadership are unavailable.
        • Works with Chief Strategy Officer to establish and track performance expectations for all direct reports, programs, and departments, including hours of billable services, documentation standards, and quality interventions for them as individuals and for the work they oversee, as relevant.
        • Oversees management and work product of independent contractors, as appropriate.
      • Contract Management:
        • Supports funder collaboration and partnership, in collaboration with program leadership staff.
        • Understands, develops, and supports the revision of primary program contract documents including: deliverables, staffing levels, reporting, regulatory bodies, policy requirements, etc.
        • Develops and maintains knowledge of funder system processes and stakeholder dynamics to allow for accurate, timely, and detailed understanding and forecasting related to industry, program, contractual, and regulatory changes.
        • Collaborates with La Familia Strategy and Development Department staff in identifying, pursuing, and fulfilling appropriate funding opportunities.
        • Collaborate with the Chief Executive Officer and Finance Department regarding managing the departmental budget(s).
      • Additional Responsibilities:
        • Reviews program reports submitted by program leaders to funders both for quality assurance and development feedback.
        • Attends trainings, monitors trade publications, and participates in events relevant to key responsibilities.
        • Provide data and reporting related to key functions.

      Qualifications


      QUALIFICATIONS & EXPERIENCE:

      • Graduate degree in social work, public health, or related field OR 10 years Leadership experience in non-profit organizations and including oversight of contracts and services related to social services and/or community advocacy.
      • Knowledge and practice of cultural responsiveness and humility, as well intersectionality of identities and how this impacts experiences with the public mental health system.
      • Awareness of best practices in organizational leadership, including related to communicating at all, levels, setting objectives and creating accountability, appropriate transparency, and consistent feedback processes.
      • Demonstrates and models excellent “customer service” orientation, especially in the ability to interact with people at all levels within and outside the agency.
      • Exercises extreme discretion with the ability to hold, balance and transmit public and confidential information needed by various parties.
      • Exceptional skills related to attention to detail, personal organization, and interpersonal interactions.
      • Language skills that include the ability to read, analyze, and interpret complex compliance and regulation guidelines.
      • Maintains proficiency using MS Office products, particularly Word, Excel, Outlook and PowerPoint.
      • Acquires or maintains proficiency in using Google Drive products, including Docs, Sheets, and Forms.
      • Valid CA Driver’s license
