      Duties


      The United States Space Force (USSF) Space Systems Command (SSC) Communications (S6) at Los Angeles Space Force Base, California is searching for a Chief, Program Protection Division (NH-0080-04, GS 14/15 equivalent).

      Description:
      The primary purpose of the position is to serve as the Program Protection Division Chief and provide senior system security engineering specialist oversight of all SSC acquisition programs of record in support of United States Space Force USSF missions. The Space Systems Command (SSC) Communications (S6) is a Command-level organization responsible for and influences the evolution of technology, information, information technology, cyber, security, and cyber security across the command. The Program Protection Division Chief will lead a combined (civilian, contractor, FFRDC, military) team responsible for Program Protection Planning within SSC's $46B space portfolio and space warfighting capabilities by: 1) managing the command wide development of PPPs for acquisition networks and space mission systems under development, 2) working with Space Operators, Cyber Warfare, and SSC Program Offices to implement mitigations to identified critical components and vulnerabilities, 3) guiding risk reduction efforts as applicable to PPP/SCRM activities, 4) providing guidance and solutions for Program Protection, Supply Chain Risk Management, and Vulnerability Management to secure our Nation's space capabilities.

      The ideal candidate will have strong understanding of Program Protection Planning and Supply Chain Risk Management along with the interactions between PPP and Cybersecurity principles and the Risk Management Framework. Able to connect PPP/SCRM requirements with Traditional Security principles and the application of mitigations to identified critical technologies. Candidate will also have knowledge of Cybersecurity, DoD Risk Management Framework, Vulnerability Management, NSA-Certified Cryptology, Zero Trust Architectures, and cloud-based IT infrastructure solutions as it applies to Program Protection. Experience is required in all phases of the acquisition lifecycle from requirements generation, architecture development, RDT&E, production, and operations sustainment. Candidate should have experience working with SSC, SpOC, USSF, DAF, and DoD level CIO. Candidate should also be familiar with the space domain/space systems and ideally previously worked or interacted with Space Systems Command (formerly known as Space and Missile Systems Center). Finally, candidate should have previous background and experience as a supervisor with knowledge of mentoring and growing the civilian workforce.

      Keys Skills and Abilities:
      1. Skill to plan, organize, and direct the functions and staff in managing the work operations of multiple organizational segments to meet program requirements, goals and objectives within available resources.
      2. Knowledge of Program Protection Planning and Supply Chain Risk Management along with the interactions between PPP and Cybersecurity principles and the Risk Management Framework. Able to connect PPP/SCRM requirements with Traditional Security principles and the application of mitigations to identified critical technologies.
      3. Knowledge of the missions, roles, functions, organizational structures, and operation of large organizations to provide high level staff guidance and participate in the development of goals, objectives and policies.
      4. Knowledge of commonly applied telecommunications principles, concepts, and methodologies, operating characteristics and capabilities of systems, media, equipment, and related software systems, processes and procedures to assess the efficiency of operations and make recommendations involving equipment and system integrity.
      5. Ability to communicate effectively, both orally and in writing.
      6. Ability to develop and conduct training on Program Protection and Supply Chain Risk Management.
      7. Ability to supervise, mentor, motivate, appraise, and work with subordinate supervisors and non-supervisory employees.

      • This position is on-site and ineligible for remote and telework.

      • Employee must hold a Top-Secret clearance with special access. Position may include additional security requirements in order to fully perform duties and responsibilities of the position.
      • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise; must obtain and maintain the appropriate security clearance for the position.
      • This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
      • This is a Supervisory position.
      • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
      • May be required to work overtime on an unscheduled or emergency basis.
      • This is a cybersecurity position; the employee will attain DoD approved cybersecurity baseline certificate(s) applicable for cybersecurity functions required for the DoD position held, within six months of filling position IAW DoD 8570.01-M.
      • Employee must within 30-days of assuming this position and annually thereafter, file an OGE-450, “Confidential Financial Disclosure Report.” Employee is required to attend annual ethics and procurement integrity training.
      • Employee must obtain a Security Certification Coding: SFPC (Security Fundamentals Professional Certification)
      • This position is subject to Temporary Duty Assignment (TDY) approximately 15 days per year.
      • Position will be closed after 5 business days or after 75 applications are received.
