      SPECIAL SALARY INFORMATION

      This position is subject to the provisions of the Management Appraisal of Performance Plan (MAPP). Initial salary placement and subsequent salary adjustments will be made in accordance with MAPP guidelines and regulations.

      DEFINITION:
      Directs one of three major administrative functions of the Department of Public Health - system-wide planning, program evaluation, or policy analysis and development.

      CLASSIFICATION STANDARDS:
      The three positions allocable to this class will have responsibility for one of three administrative programs:

      1) direction and coordination of department-wide strategic planning activities, including healthcare needs and protections of County residents, development of community-oriented planning in service planning areas, and bridging program activities to departmental goals and objectives;

      2) direction of evaluation activities conducted to determine the effectiveness of programs and services conducted by the Department of Public Health and by providers through contractual and MOU agreements, including accessibility of medical and preventive health services, health status changes of County residents, and geographical comparisons of service utilization; or

      3) coordination and direction of department-wide policy analysis and development, including assurance of consistency with the mission and goals of the department and Public Health Programs, and consultation with local, state and federal officials regarding healthcare trends and policy.

      These positions will evaluate the quality and effectiveness of all programs, specifically including all personal health services, related to their functional areas.

      • Directs department-wide strategic planning groups in the development of planning strategies and priorities for the Department of Public Health.
      • Directs the development and implementation of health services planning, including hospital services, Public Health and the provision of primary care services throughout the department's facilities.

      • Directs the standardization and quality improvement of data collection and dissemination across the department.

      • Directs the development and implementation of a department-wide performance management system.

      • Coordinates the development of community oriented planning at the service planning area level.

      • Coordinates the development and implementation of planning activities addressing the health protection and health care needs of the residents of Los Angeles County.

      • Provides consultation and technical planning assistance to management, Area Health Officers and community partners regarding planning strategic priorities.

      • Coordinates the department's planning activities with those of other departments, e.g., DPSS, community partners and stakeholders, including reviewing and commenting on plans for services delivered by MOU and contractual agreements.

      • Assures that resources are available for determining the data needed to conduct comprehensive evaluation activities, including services delivered by MOU and contractual agreements.

      Evaluation

      • Directs the assessment of department-wide activities affecting the health and well being of the residents of Los Angeles County.

      • Directs department-wide interdisciplinary teams in conducting evaluations across the health programs and services delivered by Public Health (DPH) and outside partners, e.g., by contractors and MOU partners.

      • Directs the identification, evaluation and acquisition of resources for health programs and services, including the development of grant proposals and RFPs to secure evaluators and funding.

      • Coordinates the development and dissemination of findings and recommendations developed from the evaluations conducted.

      • Consults with program personnel on performance indicators for services provided through DPH, contractual and MOU agreements.

      • Consults with Department management in the development of standards for evaluation within the department, and critiques evaluations conducted by DPH partners.

      • Coordinates the compilation and dissemination of information regarding evaluations for use by other County departments and public, private and community partners.

      Policy Analysis and Development

      • Directs the development and implementation of systems for determining the department's policy priorities.

      • Directs department-wide development of policy recommendations and dissemination of plans and objectives in response to opportunities to improve health through legislative, ordinanced, regulatory and programmatic modifications.

      • Coordinates unit and programmatic Public Health Program policies to assure department-wide consistency.

      • Coordinates the analysis of policies as they apply to pending legislation.

      • Coordinates the periodic review of local ordinances, and state and federal legislation to assure current departmental policies.

      • Develops department-wide policy option papers.

      • Tracks the status of the development and implementation of policy and legislation potentially impacting the health of Los Angeles County residents.

      MINIMUM REQUIREMENTS:

      OPTION I - Planning

      A Master's degree* from an accredited college or university in Business, Public Health, Public Health Administration, Sociology, Economics, Psychology, Urban Planning or a closely related field - AND - Five (5) years of experience directing/conducting strategic planning activities for a large health department** or other health care organization.

      OPTION II - Evaluation

      A Master's degree* from an accredited college or university in Business, Public Health, Public Health Administration, Sociology, Economics, Psychology or a closely related field - AND - Five (5) years of experience in directing large scale***, comprehensive****, formative*****, process, cost and impact evaluations of health services and/or public health interventions, or five (5) years of experience conducting public health or health care services evaluations in a large**, diverse public health or health care organization.

      OPTION III - Policy Analysis and Development

      A Master's degree* from an accredited college or university in Business, Public Health, Public Health Administration, Public Policy or a related field - AND - Five (5) years of experience in a large health department** or health care organization developing and implementing policy activities for a diverse population.

      ** A large health department or health care organization, would be one serving a population of at least 500,000 persons.
      ***Large scale is defined as impacting a large population or region.
      ****Comprehensive is defined as broad in scope.

      *****Formative is defined as an evaluation gathering and analyzing feedback during the development or implementation of a health service and/or public health program.

      LICENSE:
      A valid California Class C Driver License OR the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

      PHYSICAL CLASS:
      2 - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stopping, or squatting. Considerable ambulation may be involved.

      SPECIAL REQUIREMENTS:

      • *In order to receive credit for any type of college or university degree, such as a Master's Degree or higher, you must attach a legible copy of the Official Diploma, Official Transcript(s), or Official Letter from the accredited institution, which shows the area of specialization and the date the degree was awarded, with Registrar's signature and school seal, to the application at the time of filing or within fifteen (15) calendar days from application submission to hrexams@ph.lacounty.gov.
      • Foreign degrees must be evaluated for equivalency to United States accredited institutions standards by an academic credential evaluation agency recognized by The National Association of Credential Evaluation Services or the Association of International Credential Evaluators, Inc.       Desirable Qualifications:
      Credit will be given to applicants who possess the following desirable qualifications:
      • Additional points will be awarded for experience beyond the Minimum Requirements.

      EXAMINATION CONTENT
      Once we have determined you meet one of the requirement options, our process will consist of an evaluation of education and experience based on application information, desirable qualifications and supplemental questionnaire at the time of filing weighted 100%.

      ELIGIBILITY INFORMATION:
      The names of candidates receiving a passing score in the examination will be added to the Eligible Register in the order of their score group for a period of twelve (12) months following the date of eligibility.

      Candidates must achieve a passing score of 70% or higher on the examination in order to be added onto the register of eligible candidates.

      Applications will be processed on an as-received basis and promulgated to the list of eligible candidates accordingly.

      Passing this examination and being added to the Eligible Register does not guarantee an offer of employment.
