      MassDOT is responsible for developing, implementing, and coordinating transportation policies and projects for the Commonwealth of Massachusetts and to efficiently plan, design, construct, and maintain a safe statewide transportation system which effectively meets the transportation needs of the Commonwealth. MassDOT’ s divisions include Highway, Aeronautics, Registry of Motor Vehicles, Rail & Transit, and Planning & Enterprise Services. There are approximately 3,600 employees across the organization.

      MassDOT is seeking to hire a Chief Technology Officer (CTO) to directly support the Chief Information Officer (CIO) in designing and implementing the Commonwealth’s technology and architecture standards. The CTO is responsible for leading the Commonwealth’s IT modernization projects and standards related to infrastructure and operations. The CTO manages architecture, infrastructure, and operations teams, including cloud, servers, storage, telecom, network, desktop, and service desk. The CTO will lead the management, development standardization, deployment, and support of IT infrastructure solutions that support the delivery of services across the organization.

      The primary work location for this role will be 10 Park Plaza Boston, Massachusetts 02116. The work schedule for this position is Monday through Friday, 9AM to 5PM EST. This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed.

      Responsibilities and duties include, but are not limited to:

      • Provide the technical vision to complement the business vision of MassDOT. Work strategically with the CIO and Executive Office of Technology Services and Security (EOTSS) to develop a comprehensive IT strategy, plans, enterprise standards and guidelines for all MassDOT departments and agencies.
      • Lead the development of an architecture roadmap that facilitates the success of IT strategic initiatives.
      • Lead the preparation and testing of a disaster recovery program for MassDOT.
      • Play key role in the consolidation of data center/server and implementation of One Network with EOTSS
      • Design and manage an outreach strategy/education plan in order to ensure agencies understand and comply with enterprise standards/guidelines.
      • Provide technology consulting and expertise with all significant IT Projects from procurement to implementation.
      • Forecast and manage expenses for operating and capital budgets.
      • Lead the planning, assessment, development, and support of the technology infrastructure.
      • Develop the strategic plan and roadmap for the IT infrastructure for MassDOT.
      • Develop and annually review plan for improvements to the MassDOT infrastructure.
      • Ensure alignment with EOTSS standard desktop configuration and successful rollout of standardized image creation, deployment, and maintenance.
      • Develop a cohesive implementation and integration plan across all MassDOT IT groups.
      • Research emerging technologies and recommend adoption strategies for the MassDOT.
      • Develop and champion a culture of customer service, quality, and continuous process improvement.
      • Provide technology leadership to IT organizations across MassDOT.
      • Apply advanced business and technical knowledge and skills in assessing technical requirements and developing solutions to problems of unusual complexity.
      • Conduct architecture reviews for IT Projects to validate project technology alignment with established standards.
      • Provide the technology leadership to engineering teams necessary in order to provide effective IT solutions for the multiple agencies that they service.
      • Participate in MassDOT project approval and oversight processes to ensure adherence to enterprise standards and architecture requirements.
      • Point person for managing the on-going relationship with EOTSS and other key IT vendors and partners.
      • Provide representation of MassDOT IT on key internal and external committees

      Required Knowledge, Skills & Abilities:

      • Ten (10) years of senior leadership experience supporting the technical infrastructure of a large organization.
      • Ten (10) years of supervisory experience with proven ability in managing medium to large sized cross functional technical teams, while thriving in a fast-paced environment
      • Proficient experience in leading enterprise infrastructure systems teams in a Hybrid Cloud environment to include but not limited to on-premises facilities and cloud (AWS, Azure, Oracle, IBM, and Google) and SaaS platforms
      • Ten (10) years of experience supporting large scale systems, preferably across multiple hardware and software platforms and/or enterprise infrastructure architecture development and management.
      • Broad technical understanding of IT infrastructure concepts, integrations, and architectures
      • Deep understanding of how infrastructure decisions impact application development and long-term maintenance
      • Experience in creating and defining new architectural models and explaining complex problems and solutions.
      • Expert project management and organizational leadership skills, including the ability to identify and manage risk.
      • Demonstrated ability to build strong relationships with internal stakeholders, partners, and vendors.
      • Experience with integration methods both real-time and scheduled exchanges
      • Demonstrated experience interacting with all levels of management with strong presentation and facilitation skills.
      • Proven collaborative attitude and strong technical aptitude.
      • Demonstrated success in vendor management.
      • Proven consensus building skills.
      • Solid understanding of information security; including system hardening, log analysis, intrusion detection, and vulnerability scanning

        Education and Certification(s):

        • Bachelor’s degree in computer science, software engineering, or related IT field; or equivalent combination of education and experience required for a senior leadership role.

      MINIMUM ENTRANCE REQUIREMENTS:

      Applicants must have at least (A) seven (7) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least three (3) years must have been in a managerial capacity.
