      JOB TITLE: CAREGIVER SUPPORT SPECIALIST DEPARTMENT: CHILDREN’S SERVICES/ICW

      REPORTS TO: CPA PROGRAM MANAGER HOURS: 40 HRS/WK – FULL TIME

      SALARY: BASED ON SALARY MATRIX+BENEFITS* REQUISITION: 722

      POSITION SUMMARY:
      To certify potential homes as Washington State licensed foster care homes and to coordinate the placement of children. Create and maintain Caregivers support plans. Staffs Caregiver Support Plans with CPA Program Manager. Trainer to foster parents and caregivers.

      ESSENTIAL DUTIES AND RESPONSIBILITIES
      1. Provides training, consultation and support to new and current foster, receiving and adoptive homes. Monitors these homes for licensing compliance and provides re-assessment when necessary.
      2. Arranges foster home placements.
      3. Coordinates pre-service requirements with perspective foster parents, i.e. training, application, CPR/first aid resources, etc.
      4. Provide resources and skill training to foster parents, to support the Caregiver in safely and supportively parenting the children and youth in their care Receive training and train foster parents, send links to websites with resources, send flyers for community events monthly, classes and any other type of resource that will help a caregiver parent to the best of their ability.
      5. Assist in accessing and providing culturally relevant services to each child. Collect and distribute fliers for culture events to caregivers monthly and inform caregivers of culture events
      6. Assist PTCS team to perform 24/7 crisis planning, phone coaching, in person coaching, and assistance for assigned youth. Responds to after-hours emergencies and confirm response to Supervisor and other necessary staff.
      7. Locate and schedule respite within PTCS licensed and certified homes when requested. Contact the caregivers with open beds that accept the child(ren)’s age and gender. Approve respite options with CPA Program Manager.
      8. Assist in developing support plans for youth with caregiver. Help caregiver to monitor child’s progress relative to the child’s service plan. Discuss progress during Care giver support plan meetings or emergent updates as they arise.
      9. Assist Caseworkers with safety walk throughs and certifying relative homes.
      10. Process new licenses, renewals, modifications in software program provided by DCYF. Monitor those licenses according to the WACS and PTCS policy.
      11. Develop Caregiver Support plans with the caregiver(s), within required timeframe, including actions items based on the caregiver's identified needs to support the child placed with them to be completed by the Caregiver Supports services. Send Caregiver Support Plan to CPA Program Manager for approval and signature within timeline of contract and WAC requirements. Review monthly and as needed. Conduct in person quarterly Caregiver Support planning visits to review and adjust the support plan as needed.
      12. Assist with coordinating Case Aide Services when CPA Program Manager is unavailable.
      13. Prepares monthly CPA invoices when necessary.
      14. Collaborates with PTCS staff in completing and routing criminal background checks.
      15. Performs home studies to determine the suitability of the family in becoming foster parents, including the preparation of detailed and comprehensive home studies and licensing reports.
      16. Assists foster parents with completing required training hours for on-going licensing compliance.
      17. Maintains documentation and records for foster parent case files as required by tribal department policy and procedures and licensing standards.
      18. Collaborates with other Washington State Department of Children & Family Services (DCFS) offices for purposes of foster home licensing.
      19. Assists in planning and participating in foster home recruitment activities such as community events, information seminars, and pow wows.
      20. Attend trainings to be able to advise caregivers on effective parentings of children with trauma.
      21. Participate in Peer staffing’s to contribute to PTCS decisions.
      22. Responsible for tracking inventory of CPA event supplies.
      23. Report any payment issues to the CPA Program Manager and assist in resolving, if needed.
      24. Performs other duties as assigned.

      SUPERVISORY RESPONSIBILITIES
      This position has no supervisory responsibilities.

      QUALIFICATIONS AND REQUIREMENTS

      Education and/or Experience
      Bachelor's degree (B. A.) from a four-year college or university in a related field is required; four-years of relevant full-time experience serving children may be substituted for the bachelor's degree with DLR administrative approval. Strong public speaking skills, knowledge of adult learning styles and experience providing direct training preferred. Intermediate computer skills in Word, Excel and Power Point.

      Language Skills
      Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.

      Mathematical Skills
      Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

      Reasoning Ability
      Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

      Licenses Or Certificates
      • Must have and maintain a valid and unrestricted Washington State driver’s license and proof of insurance. Driver’s License restrictions must not prohibit an employee from complying with the Tribe’s Vehicle Use Policy or operating GSA vehicles.
      • Current First Aid and CPR certification and HIV/AIDS training.
      • Must pass Washington State DSHS criminal history and CPS background inquiry before hire and every two years unless otherwise indicated.
      • Willing to attend trainings for professional development.
      • First Aid and CPR certification must obtain within the first 90-days of hire.
      • HIV/AIDS certification must obtain within the first 90-days of hire.
      • BBP (Blood Borne Pathogens) certification must obtain within the first 90-days of hire.
      • Mandated Reporting training must obtain within the first 30-days of hire.
      • Trauma Informed Care certification must obtain within the first 90-days of hire.

      Other Skills and Abilities
      • Must pass tuberculosis test upon hire.
      • Must be 21 years old or 18-20 if enrolled in a BSW program.
      • Adheres to the Child and Family Protection Code; Duty to Report Child Abuse and Neglect.
      • Knowledge of child safety.
      • Behavior management training authorized by DCYF supervisor to include but not limited to:
      o Redirection effective problem solving
      o Excellent verbal and written communication
      o Knowledge of basic child development and milestones
      o Effective interpersonal communication
      • Mandated reporter training required upon hire and annually thereafter for all PTCS staff.
      • Knowledge of Native American family dynamics.
      • Sensitive to and familiar with the social/cultural needs of Tribal children and their families.
      • Must maintain a strict level of confidentiality at all times.
      • Must be available to work some nights and weekends as needed.
