      Climate disruption is here. It is past time for Denver to aim for zero waste citywide, build a circular economy, and implement the policies and programs envisioned in the Sustainable Resource Management Plan. CASR is seeking a Circular Economy Administrator to help lead the environmental policy work of the Zero Waste and Circular Economy team. The Circular Economy Administrator will oversee the analysis, development, and implementation of policies that support waste reduction, reuse and repair, recycling and composting, and circularity.

      To be successful, the Circular Economy Administrator will establish relationships with other agencies, policy makers and advocacy groups throughout the metro area and at the state level, to track and better understand the implications of potential policy decisions.

      The Circular Economy Administrator will research, analyze, and develop proposed policy solutions that advance waste reduction, waste diversion, and the building of a circular economy. This is a policy-making role with a heavy emphasis on interagency and regional collaboration that address consumption and waste diversion in the residential, municipal and commercial sector.

      The Circular Economy Administrator plays a critical role in CASR’s Zero Waste & Circular Economy policy efforts, reporting to the Manager of this division. As such, the position will oversee development of new policies and implementation of existing programs such as the Skip the Stuff, Bring Your Own Bag, and Waste No More ordinances. The scope of work includes tracking State and regional zero waste policy, leading efforts to successfully navigate the Rules & Regulations process for relevant Ordinances, continuously identify and vet potential new policy actions, and monitoring and reporting on progress. The Circular Economy Administrator does have the potential to perform supervisory work, if necessary, although this work is not immediately required.

      Job duties and responsibilities of this position include, but are not limited to, the following:

      • Develop rules and regulations that support zero waste and circular economy strategies

      • Collaborate with regional partners to identify barriers to Denver’s zero waste vision, and formulate solutions

      • Establish policies and procedures

      • Manage project expenditures within the allocated budget and ensure required resources are allocated for project delivery and implementation

      • Develop short and long-term planning initiatives

      • Produce annual progress reports

      • Develop and manage work plans to execute the programs, policies, and strategies

      • Coordinate efforts across government and multi-sector stakeholders to effect policy

      • Track relevant Federal, state, and local policy and advise on policy priorities

      • Represent CASR at public meetings, conferences, and other events as needed

      • Other duties as assigned.

      About You

      Our ideal candidate will have:

      • Demonstrated experience working in environmental policy, local or grassroots advocacy efforts to advance environmental policy, and/or legislative analysis and development

      • A minimum of 2 years of experience related to sustainability, zero waste including recycling, composting, and sustainable solid waste management

      • Experience working within municipal government on policy, particularly related to climate, energy and sustainability.

      • Strong project management experience with ability to push through barriers to deliver exceptional results on time.

      • Excellent written and oral communication skills, able to synthesize and clearly articulate complex issues.

      • Results-driven and solutions-oriented. Strong analytical and problem-solving skills.

      • Exceptional analytical, interpersonal, organizational, and data management skills are required.

      • Experience incorporating the perspectives of multiple communities, including the communities most harmed by climate change impacts, in the consideration of impacts and outcomes of program design, a decision-making process or technical analysis.

      • Proven record of accomplishment in establishing and maintaining partnerships and collaborative relationships and forums.

      • Education requirement: Bachelor's Degree in a related field based on a specific position(s).

      • Experience Requirement: Five (5) years’ experience performing full performance professional level duties within a specialized, functional area. (This does not include clerical experience.)

      • Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.

      • Additional appropriate education may be substituted for the minimum experience requirements.

      • License/Certifications: None.
