Job Description

- Council and Committee Services provides the support and coordination function to City Council and its committees, such as: Coordination of meetings of City Council, of Standing Committee, Sub-Committee, and of Advisory Committees; providing procedural advice, tracking and reporting meeting actions, recruitment for public member appointments, and guiding the City’s legislative process.
- Legislative Services is responsible for the City Archives as the corporate authority for making final determinations on the archival value of corporate records and for documenting municipal decision-making; providing equal treatment to people with disabilities with respect to the use and benefit of City services, programs, goods, facilities and information through the Corporate Accessibility Office; and responsible for establishing and promoting an overall framework for the cost-effective and coordinated management of the City's information holdings, regardless of their form, and throughout their entire life-cycle through the Information Management Branch.
- Municipal Elections & French Language Services ensures that the City delivers, to its residents and its staff, a complete array of quality municipal services in French, bearing mutual respect and recognition of the official languages, and is responsible for delivering municipal elections and by-elections that fully comply with the responsibilities, requirements and principles set out in the Municipal Elections Act, 1996.
- The Office of Protocol and Intergovernmental Affairs is the initial point of contact on all matters of protocol between the City and federal, provincial and municipal governments, offices of government officials, diplomatic missions, military, civic, and cultural and religious organizations. Under this portfolio, the Office is responsible for a wide range of events, activities and services that promote and celebrate the City of Ottawa in a politically and culturally sensitive manner.
- Policy and Business Operations Services is responsible for Access to Information and Privacy (ATIP), corporate, departmental and service-level policy development and supports the City’s Accountability Framework. Additionally, the Print, Mail and Operations Branch receives and processes print requests, collects and distributes internal and external mail, and coordinates courier services for all City of Ottawa departments and the Ottawa Police Services.
- Applicable laws, rules, ordinances and regulations including the Municipal Act, Municipal Elections Act, Municipal Freedom of Information and Protection of Personal Privacy
- Rules of procedure and legislative protocols
- Best practices in management of City Clerk’s section
- The City of Ottawa, its operations and corporate governance structure
- Principles, practices, procedures, techniques, laws and regulations pertaining to the department’s functions, programs, services and operations
- Relevant City codes, policies and procedures
- Public private partnerships and other alternate service delivery models
- Principles and methods of economic, financial, social and political risk analysis
- Considerable knowledge of current principles and practices of public policy and business administration
- The City of Ottawa’s current social, political, business and economic climates
- Project management principles and practices
- Human resource management practices in a unionized work environment
- Organizational development, change and effectiveness practices
- Must be familiar with applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the work place, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and City policies and procedures.
- Language Requirement: This is a designated day-1 ready bilingual position as per the City of Ottawa’s Bilingualism Policy and fluency in both of Canada’s official languages is required and a language assessment will be completed as part of the selection process. In exceptional circumstances, and subject to Council approval, internal and external candidates that do not meet the language requirement may be considered.

The City Clerk is a mandatory statutory officer appointed by City Council under the Municipal Act, 2001. At the City of Ottawa, in addition to fulfilling legislative requirements under the Act, the City Clerk leads the Office of the City Clerk and ensures that all statutory obligations are administered to fully comply with provincial legislation, particularly as it relates to matters such as elections, access to information and privacy, information management, accessibility, intergovernmental affairs, French language services, archives, Council and Committee meetings, the Council-approved Accountability Framework and municipal governance. EDUCATION AND EXPERIENCE
Completion of 4 year university degree in Law, Business Administration, Public Administration or other related field.
Minimum of 10 years of experience in the areas of municipal elections, elected official support, procedure by-law administration, and F.O.I. and Privacy Act administration, including a minimum of 5 years managing human resources, external contract resources, operating and capital budgets in a complex public organization or private sector corporation.
