- providing all legal survey plans for the acquisition and disposal of properties
- serving as the corporate centre of expertise for information on definitive property ownership and extent of property boundaries, and providing professional opinions and advice
- representing the City in complex property transactions involving private and public clients
- providing expert advice on property rights on private lands as well as complex public highway issues
- responding to all calls from the public on legal survey issues
- providing accurate and current property ownership and topographic mapping
- protecting the City’s interests by reviewing and providing advice on property development processes
- auditing land development procedures through review of relevant plans and data
- providing digital and hard copy maps – obtained from aerial photography and base topographic mapping - that are essential for maintaining and developing the City’s infrastructure and for delivering a wide array of ongoing and emergency services
- providing a wide range of geospatial acquisition technologies such as Terrestrial Lidar, including static and mobile terrestrial data acquisition as well as underground spatial data collection
- utilizing GIS capabilities to serve up a wide range of geospatial data for a myriad of uses by clients City-wide
- Concepts, theories, principles, methods, techniques and practices of cadastral surveying, geodesy, hydrography and photogrammetry
- Code of Ethics and Standards of Practice for Ontario Land Surveyors
- Detailed and expert knowledge of Ontario statutes and regulations related to surveys as well as the wider discipline of Real Property Law
- Court proceedings and common law relating to real property in Ontario
- Land development business processes
- Current and emerging industry trends across the Surveys , mapping and GIS fields
- Ability to communicate effectively (both orally and in writing) to convey complex property law considerations to various audiences
- Project management principles and techniques
- Global Positioning Systems methods and procedures
- Spatial/geographic data management and application management
- The City of Ottawa’s organizational, governance and administrative structures
- Business administration concepts, theories, principles and methodologies
- Corporate policies, guidelines and practices
- The various Collective Agreements in place at the City
- Understanding of the programs/services and operations of other City areas, and the inter-relationships between them and own work area
- MS Office, Geographic Information Systems, Land Management Systems
- Must be familiar with applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the work place, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and City policies and procedures

Surveys and Mapping provides corporate legal survey and mapping services in support of the City’s planning, development and infrastructure operations and to enable all City-led construction projects. You are responsible for managing, evaluating and improving the city’s legal surveys and mapping programs, services, projects and operations, and the development, implementation and evaluation of related plans, policies, guidelines, systems, processes and procedures.
Programs and services include:
In addition, you provide expert advice to enhance the City’s ability to manage its real property, and provide strategic guidance to senior managers on all major City construction projects. You are also responsible for managing financial and human resources (including contracted services), and stakeholder and partner relationships.
EDUCATION AND EXPERIENCE
Completion of 4 year university degree in geomatic engineering, geomatic science or other related field
Minimum of 10 years of experience as a licenced Ontario land surveyor, with minimum of 5 years of experience in the management of human and financial resources
CERTIFICATIONS AND LICENCES
Licensed Ontario Land Surveyor (cadastral surveying) with Association of Ontario Land Surveyors (AOLS)KNOWLEDGE
