- Serves as a Clear and Present Danger Firearm Eligibility Specialist making recommendations throughout the Clear and Present Danger reporting process of intake, triage, analysis, and decision.
- Responsible for evaluating and analyzing clear and present danger submissions and making complex determinations consistent with state and federal statues and departmental policy.
- Upon positive determination, revokes the Firearm Owners Identification card and documents findings.
- Serves as a resource to all Illinois State Police work units regarding state and federal firearm prohibitors as it relates to the Clear and Present Danger Program.
- Serves as expert and liaison to all mandatory reports pertaining to the statutory requirements of Clear and Present Danger reporting, the Law Enforcement Portal, and the Clear and Present Danger Program.
- Provides input regarding computer program modifications and evaluates new proposals.
- Serves as the agency witness and testifies to the accuracy and proprietary of reports and decisions.
- Participates in evaluating the operation of the Clear and Present Danger Program and implements rules, policies, and procedures for the program statewide.
- Makes recommendations for policy, written guidelines, operational procedures, training, and handbooks.
- Develops plans for the effective and efficient utilization of program resources and organizes the goals and objectives of the supportive program.
- Identifies problems and recommends improvements to the overall functionality of the OFS's current mission and goals as outlines by the Firearms Safety Counsel.
- Reviews and evaluates program goals and objectives to ensure compliance with statutory and procedural requirements.
- Provides training and technical assistance in particular areas within OFS.
- Acts as a liaison to other Law Enforcement Agencies and speaks with delegated authority before various levels of command to explain and interpret the Office of Firearms Safety programs.
- Develops and utilizes professional channels of communication with state, federal, and other agencies.
- Coordinates with the Illinois Law Enforcement Training and Standards Board (ILETSB) to align the OFS program/course curriculum and maintain current requirements and standards for certification.
- At the direction of the Firearms Safety Counsel, provides feedback on proposed legislation pertaining to aspects of the Office of Firearms Safety to include, but not limited to, the Clear and Present Danger Program.
- Provides input and guidance regarding the requirements in managing casework and implementing program relationships.
- Researches and analyzes program needs and drafts written summaries, recommendations, and justifications for available resources which would be cost effective and beneficial to the sections.
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with coursework in law enforcement, criminal justice, or public administration.
- Requires prior experience equivalent to three (3) years of professional experience in law enforcement, criminal justice, or related field.
- Prefers one (1) year experience developing, installing and evaluating new and revised methods, procedures, and performance standards.
- Prefers one (1) year experience exercising judgement and discretion in developing, implementing, and interpreting departmental policies and procedures.
- Prefers one (1) year extensive knowledge of agency programs, service objectives, activities, and operational systems.
- Prefers one (1) year experience exercising discretion, judgement, and confidentiality.
- Prefers one (1) year extensive knowledge of federal and state statues in all areas impacting Firearms Owners Identification (FOID) and Concealed Carry License (CCL).
- Prefers one (1) year extensive knowledge of complex databases used in researching criminal histories.
- Prefers one (1) year extensive knowledge of labor and employment development.
- Prefers ability to recognize and comprehend vital Law Enforcement terminology to include, but not limited to; LEADS, CHRI, NICS, IIII, IL, SID, ORI, Class 2, and Class A.
- Prefers one (1) year experience managing and supervising staff performing diverse functions and responsibilities.
- Prefers one (1) year experience in a large statewide program, public or private sector.
- Successfully pass background investigation.
- Successfully pass drug screen.
- Maintaining the required LEADS Less Than Full Access Certification.

Position Overview
The mission of the Illinois State Police Office of Firearms Safety is to work proactively with its partners at schools, law enforcement agencies, and medical facilities throughout Illinois to prevent gun violence and save lives by (1) prohibiting legal-firearms access to people who pose a clear and present danger to themselves and/or others and (2) providing comprehensive training, education, and resources to all stakeholders entrusted with identifying and reporting these threats in their communities before tragedy strikes. Essential Functions
35%-Serves as technical expert for the determination of Clear and Present Danger as it related to the State of Illinois.
25%-Serves as advanced specialist on the Office of Firearms Safety (OFS) Clear and Present Danger Unit.
25% Act as an ambassador for the Clear and Present Danger Unit with a variety of organizations with a high emphasis on Law Enforcement outreach programs.
10% Makes recommendations concerning drafting of proposed bills, amendments, and resolutions which affect state and local law enforcement agencies and the general public as it relates to the Office of Firearms Safety mission.
5% Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
