About the Position:The Clerk & Recorder is a nonpartisan, countywide elected official serving a four-year term. In Tehama County, the Clerk & Recorder also has the role of Registrar of Voters and Clerk of the Board of Supervisors.
The Clerk & Recorder is an elected position. This appointment is to complete the term ending January 4, 2027. The appointed Clerk & Recorder may run for an additional 4-year term at the June 2, 2026 primary election.
Ideal Candidate:The ideal candidate for County Clerk/Registrar of Voters will foster an environment which will promote civil participation, transparency, public engagement and education, and will ensure elections and voter registration processes are handled with integrity; will work to maintain and restore public trust in the elections process; will understand California Elections laws; will have excellent written and verbal communication skills and exceptional leadership skills; the ability to work collaboratively and build relationships with the CAO, Board of Supervisors, Department Heads, community organizations, and the community; and have the ability to handle sensitive and/or politically charged situations with diplomacy and tact.
Clerk & Recorder — Provides a variety of direct public services, such as issuing marriage licenses; registering confidential marriages; filing fictitious business name statements; filing and qualifying notary public oaths and bonds; processing passport applications; posting environmental documents; registering process servers; administering and filing oaths of office; filing grand jury reports; and filing, indexing, and maintaining a variety of miscellaneous public documents. Files and maintains public documents associated with land transactions, including sale, lien, purchase, and easement; files and maintains documents associated with vital statistics, including births, deaths, and regular marriages (as opposed to confidential marriages); and maintains a cumulative record of all official documents for the county. The Clerk & Recorder is the Commissioner of Civil Marriages and may perform civil marriage ceremonies.
Clerk of the Board of Supervisors — Provides overall support to the Board, including processing and maintaining all Board records and agendas; attending and taking minutes at all sessions of the Board and its affiliated agencies.
Registrar of Voters — Registers all voters in the county and maintains the voter files; verifies petitions; files campaign statements; conducts all elections in the county (i.e., federal, state, county, school, and special district elections).
No person shall be eligible for election or appointment to the office of Tehama County Clerk & Recorder unless that person meets the following criteria:
Qualifications:
This position has specific qualifications pursuant to Government Code sections 1020, 24001, and 24004(a). The appointee must be at least 18 years of age, a resident in California, and be registered to vote in Tehama County by the time of appointment. Additionally, as required by law, the candidate shall not practice law or have as a partner a lawyer or anyone who acts as a lawyer for a collection agency or acts as a collector for any collection agency or have as a partner a collector or anyone who acts as a collection agency in the county where they reside and hold office.
