      The Centers, H.O.P.E. Campus residential treatment program provides a safe and supportive environment for children, youth, and families who are facing mental illness, abuse, and neglect.

      Position Summary: The Director of Clinical Services will lead and manage the clinical department, ensuring the delivery of high-quality, trauma-informed care. This individual will oversee all clinical operations, supervise clinicians, ensure documentation quality and compliance, and serve as a liaison between residential, medical, and case management departments. Additionally, the Director will contribute to the development and success of the Centers, H.O.P.E. Campus, a transformative project aimed at providing comprehensive care for at-risk youth in Cuyahoga County. The candidate will also guide the department towards establishing and enhancing a clinical framework that meets the unique needs of our youth while contributing to an overall sense of belonging for the individuals we serve.

      Key Responsibilities:

      1. Clinical Operations Management

      • Oversee Clinical Operations: Ensure the effective and efficient delivery of clinical services across the department.
      • Model of Care Fidelity: Ensure fidelity to the chosen model of care and integrate its principles into all clinical practices.
      • Program Development: Develop and implement clinical programs that align with organizational goals and evidence-based practices. Will work with internal staff and community partners to identify other promising practices that will allow our youth to engage in services that fit with who they are and what they need.
      • Quality Assurance: Monitor and evaluate clinical outcomes to ensure high standards of care and continuous improvement.

      2. Supervision and Leadership

      • Supervise Clinicians: Provide leadership, guidance, and support to clinical staff, including therapists, counselors, and case managers.
      • Training and Development: Facilitate ongoing professional development and training for clinical staff in trauma-informed care and evidence based best practices and promising practices that enhance our model of care.
      • Performance Management: Conduct regular performance evaluations and provide constructive feedback to clinicians.
      • Team Collaboration: Foster a collaborative and supportive team environment that promotes professional growth and excellence in service delivery.

      3. Documentation and Compliance

      • Ensure Documentation Quality: Oversee the accuracy and completeness of clinical documentation, ensuring it meets organizational standards and regulatory requirements.
      • Compliance Monitoring: Ensure compliance with all relevant accreditation, state, and federal regulations, including HIPAA and other confidentiality standards.
      • Fidelity Checks: Conduct regular fidelity checks to ensure clinical practices align with the chosen model of care and organizational protocols.

      4. Liaison and Coordination

      • Interdepartmental Liaison: Serve as a liaison between residential, medical, and case management departments to ensure coordinated and comprehensive care for youth.
      • Communication: Facilitate clear and consistent communication among departments to support integrated care planning and execution.
      • Collaboration: Work collaboratively with other department heads to address challenges, share insights, and develop strategies for improving service delivery.

      5. Strategic Planning and Innovation

      • Strategic Planning: Contribute to the development and implementation of strategic plans that advance the mission and goals of the organization.
      • Clinical Innovation: Lead initiatives to introduce new clinical practices, pilot programs, and research partnerships that enhance service delivery and outcomes.
      • Program Evaluation: Conduct regular program evaluations to assess effectiveness and identify areas for improvement.

      6. Project Contribution: The Centers, H.O.P.E. Campus

      • Program Development: Contribute to the development of The Centers, H.O.P.E. Campus, a private/public partnership transforming the Cleveland Christian Home into a central location for high-quality care for at-risk youth.
      • Collaborative Efforts: Work collaboratively with Cuyahoga County’s Division of Children and Family Services, local and state elected officials, community stakeholders, and project funders.
      • Service Integration: Ensure the integration of clinical services with the H.O.P.E. Campus’s mission to provide a stable, safe, nurturing environment for children awaiting placement.
      • Community Engagement: Engage with partner agencies, including the Alcohol Drug Addiction and Mental Health Services Board of Cuyahoga County, Cuyahoga County Juvenile Court, Family and Children First Council, and the Cuyahoga County Board of Developmental Disabilities.

      7. Establishing the Clinical Framework

      • Framework Implementation: Guide the department towards establishing the Centers, H.O.P.E. Campus Clinical Program Framework, which outlines a trauma-informed, relationship-based approach to behavioral health services for our youth.
      • Model of Care: Ensure the integration of Collaborative Problem Solving (CPS), Trauma-Focused Cognitive Behavioral Therapy (TF-CBT), Trauma-Informed Care (TIC), and Trust-Based Relational Intervention® (TBRI®) into clinical practices.
      • Guiding Principles: Promote the framework’s guiding principles, including strength-based approaches, family and community engagement, cultural responsiveness, data-driven interventions, youth voice and choice, and healing-centered engagement.
      • Clinical Services: Oversee the delivery of comprehensive clinical services, including mental health assessments, individualized treatment plans, therapy sessions, psychiatric and medical care, crisis intervention, and behavioral management.
      • Staff Training: Ensure all staff are trained in trauma-informed practices and the clinical framework’s principles, promoting continuity of care and high-quality service delivery.

      8. High-Risk Rounds and Therapeutic Crisis Intervention

      • High-Risk Rounds: Lead high-risk rounds meetings to review and manage cases involving youth with significant behavioral or mental health challenges.
      • Therapeutic Crisis Intervention (TCI): Ensure fidelity and clinical cohesion with Therapeutic Crisis Intervention practices, promoting safety and effective crisis management.

      9. Oversight of Individual and Group Therapy Services

      • Individual Therapy Services: Oversee the provision of individualized therapeutic services, including comprehensive assessments, treatment planning, evidence-based interventions, collaboration with multidisciplinary teams, documentation, compliance, and family engagement.
      • Group Therapy Services: Oversee the delivery of group-based therapeutic interventions, including Therapeutic Behavioral Services (TBS) groups, Day Treatment groups, and Psychoeducational groups. Ensure program design, curriculum development, monitoring, evaluation, collaboration, and Medicaid reimbursement compliance.

      10. Budget Management

      • Budget Creation: Develop and manage the clinical department budget, ensuring alignment with organizational goals and financial sustainability.
      • Budget Adherence: Monitor expenditures and ensure adherence to the budget, adjusting as necessary to maintain financial health.

      11. Clinical Leadership Responsibilities

      • Direct Clinical Services: When necessary, this position may require taking on a small, manageable caseload, of high-needs youth, to ensure therapeutic services to assist with stabilizing their emotional and behavioral health. Facilitate weekly individual therapy sessions and group sessions with assigned youth.
      • Clinical Framework Refinement: Review the current clinical framework draft and provide refinements based on best practices in trauma-informed residential treatment. Draft enhancements to clinical protocols, crisis response models, and service delivery expectations. Develop recommendations for clinical documentation, supervision, and interdisciplinary coordination.
      • Campus Immersion and Structural Feedback: Actively immerse in The Centers, H.O.P.E. Campus clinical and program operations to develop a full understanding of the organization, milieu, treatment structure, and team dynamics. Identify operational and clinical gaps from a systems lens and provide objective recommendations for structural improvement.
      • Case Management Collaboration: Serve as a liaison to the case management team, working closely with case management leadership to provide support and oversight on clinical aspects of case coordination. Assist with QRTP documentation, compliance with assessment timelines, and coordination between clinicians and case managers.
      • Teamwide Leadership Support: Offer clinical consultation and informal coaching to clinicians, particularly newer or unlicensed staff, to ensure adherence to clinical standards and boost confidence. Support alignment between clinical programming and residential programming and schedules. Partner with Residential leadership to ensure therapeutic engagement strategies are consistent with youth’s needs and trauma-informed practices.

      Job Qualifications

      · A master’s degree in social work or counseling

      · Licensed by the State of Ohio as a Licensed Independent Social Worker- Supervisor (LISW-S) or a Licensed Professional Clinical Counselor-Supervisor (PCC-S)

      · Demonstrated leadership of high-performing teams in youth residential facility or community behavioral/mental health settings

      · 5+ years supervisory/management experience, clinical supervision working with youth placed in a residential facility/victim of human trafficking/intellectual developmental disabilities

      · A minimum of five (5) years’ experience in providing mental health assessments, individual, family and group counseling, ideally with residential experience.

      · Must have and maintain a valid Ohio Driver's License, appropriate driving record, and appropriate insurance coverage at all times (as required by agency policy and/or insurance carriers)

      Physical Demands/Work Environment

      This job operates in a residential childcare environment, which includes crisis intervention, and de-escalation. This role routinely uses standard office equipment. While performing the duties of this job, the employee is regularly required to speak and hear. The employee is frequently required to sit for extended periods of time, stand, walk, use hands and fingers, and reach with hands and arms. Travel and work outside of normal hours may be required for meetings, presentations, trainings, and other events.
