    • Design, implement, supervise, and evaluate the implementation of school-based mental health treatment and school-based supportive counseling for children and adolescents.
    • Provide ongoing supervision, guidance, and support to staff to ensure effective service delivery.
    • Accountable for the clinical, educational, and fiscal intake of clients seeking admission to the programs. Ensure funding through insurance, Medical Assistance, and or/school districts.
    • Develop, implement, and evaluate mental health programs and services in alignment with organizational goals and regulatory standards. Monitor and report on student outcomes. Prepare regular reports for administrators and stakeholders on program performance and student outcomes.
    • Review and monitor client assessments, treatment plans, and progress notes to ensure quality and adherence to best practices.
    • Responsible for crisis management for students and their families. Crisis management includes hospitalizations, referrals to agencies and law enforcement, placements in psychiatric facilities, children and youth intervention, and involuntary commitments.
    • Actively involved as a coordinating and responding member of the Countywide Mental Health Crisis Team.
    • Assess stakeholder needs and identify gaps in school-based mental health services to inform program development.
    • Ensure clinical authorizations and reviews with managed care organization for each child eligible for Medical Assistance.
    • Ensure excellent customer service for programs within area of supervision.
    • Ensure compliance with ethical and legal standards in mental health care.
    • Stay informed about the latest developments in mental health research, treatment modalities, and therapies.
    • Must be able to speak publicly and carry out liaison relations with other child-serving agencies and with families.
    • Must have an understanding of Medicaid and private insurance systems.
    • Must have knowledge of special education programs, regulations, and operations.
    • Must have knowledge of human services programs, regulations and operations, including those from each county agency: Children, Youth and Families, Juvenile Probation and Mental Health/Substance Abuse.
    • Provide professional development on topics related to the position.

      Position Summary:

      The Clinical Coordinator is responsible for the direct supervision of mental health clinicians providing both therapeutic treatment and supportive counseling services to students in schools. The primary responsibilities include coordinating clinical treatment and supportive counseling services within schools, directly supervising clinical staff, and working collaboratively with district partners. This position also may supervise clinical treatment programs, including partial hospitalization programs, and act as the primary administrator of those programs. The Clinical Coordinator is responsible for training and monitoring the compliance of clinical staff with required documentation and protocols, as well as providing professional development to staff as needed.

      Qualifications:

      Bachelor’s degree in an area related to education, social work, psychology or mental health required.
      Master’s degree in an area related to education, social work, psychology, or mental health required.
      Licensed mental health professional (LSW, LCSW, or LPC) required
      Five (5) years of experience providing mental health services in a school setting requirerd.

      Duties & Responsibilities:

      - Responsible for the design, implementation, oversight, and outcome management of therapeutic and educational services to adolescents and their families.

      - Supervises treatment for all clients includes accountability for treatment and discharge plans and delivery of services.

      - Provides direct therapeutic services through individual and group interventions.

      - Recruits, selects, orients, supervises, trains, and evaluates clinical staff.

      - Develops and coordinates the implementation of program, policies and procedures in compliance with Department of Health, Bureau of Drug and Alcohol and Chester County Office of Drug and Alcohol.

      - Responsible for the clinical, educational, and fiscal pre-screen, intake and assessment of clients seeking admission to the programs.

      - Assists parents with the Medical Assistance process. Ensures funding through insurance, Medical Assistance, and/or school districts.

      - Upon intake, obtains Clinical Authorizations and Reviews with Private Insurance and Managed Care Organization based on each client’s eligibility. Monthly reviews are required along with proper documentation.

      - Responsible for all documentation and maintenance of all records both clinical and financial and ensures confidentiality, retention and access to records as required by the federal, state and local regulations.

      - Responsible for crisis management for students and their families for students with severely volatile characteristics. Crisis management includes detox, hospitalization, and referral to law enforcement, juvenile probation, and involuntary commitments.

      - Ensures effective collaboration with clinical staff and coordinates all communication between program staff and with outside agencies, parents, and school districts.

      - Develop, implement and review therapeutic plans. Maintain daily progress notes as well as supporting documentation necessary for fiscal and insurance requirements.

      - Maintains effective process and relationships regarding authorization and reauthorization of services; billing, licensing and certification. Ensure paperwork meets Department of Health, Chester County D&A Standards, as well as each insurance companies expectations. Each may vary.

      - Implements appropriate quality improvement processes and participates in interagency and team meetings.

      - Leads and collaborates with all team members, including parent(s), to ensure consistent and effective therapeutic intervention.

      - Responsible for ensuring use of evidence based practices for drug and alcohol treatment (i.e. Cognitive-behavioral, 12 steps).

      - Primary program representative in working with families, school districts and other child serving agencies to meet the student and family needs.

      - Exercises independent clinical judgment in defining significant life intervention with student and family.

      - Coordinates program schedule to include required academic instruction and drug and alcohol treatment and coordinates transportation for clients.

      - Provides outreach to Chester County School Districts, County Offices of D/A, MH/MR, DCYF, and JPO. Collaborates with Public and Private Drug and Alcohol Provider and markets the program, represents the CCIU at the District Council Meeting and Chester County Drug & Alcohol sponsored events.

      Salary (2024-25 rates):
      Project Staff, Band 15 (260 days/12 months)

      $72,801 - $91,002, annually based on years experience


      Schedule:
      Monday - Friday, 260 days (12 months), 7.5 hrs/day
