      Leidos has an opportunity for a Cloud Special Projects Manager to lead, manage, direct and guide the efforts of the Scrum teams within a dynamic environment that offers opportunities for professional growth and new responsibilities – Take control of the HCM implementation, to lead and guide the efforts of the Core HR and other HCM cloud workstreams that will transform legacy systems to the cloud. The Cloud Special Projects Manager will specifically focus his or her efforts to lead and direct the Configuration of the Oracle Software as a Service (SaaS) Human Capital Management (HCM) implementation, transforming from on-premises client-server highly customized HR system to a state-of-the-art cloud implementation.

Come, play a pivotal role in transforming the Department of Defense (DoD) Civilian Personnel Data System (DCPDS) to the next generation human resources (HR) system that leverages the Oracle SaaS HCM. This new HR system, Defense Civilian Human Resources Management System (DCHRMS), is a cloud-based personnel system that will integrate multiple different HR application databases (for each of the DCPDS agencies) into one consolidated database and provide a core transactional system that makes it more flexible to share information between Component agencies while standardizing and streamlining personnel processes. Other HR supporting applications reside within the Oracle Cloud Infrastructure (OCI), some integrate with DCHRMS, and others will transform into cloud solutions. You will be critical to the team, helping to ensure a fully integrated cloud experience for the DoD.

      The Leidos DCHRMS program has started incorporating continuous integration (CI) and continuous delivery (CD) principles within our cloud transformation efforts. Our model focuses on agile methodologies through continuous improvements to transition to a more DevOps approach of routinely integrating code changes into the main branch of a repository/baseline, and testing the changes, as early and often as possible. A separate team will work very closely with the Government on the decomposition of requirements to formulate them into user stories allowing the configuration and development teams to align their code and configurations to meet that of the acceptance criteria within each user story. You will lead and guide the Scrum Teams to implement and test those requirements.

      You will be a key leadership member of the DCHRMS team, leading scrum teams with direct report and matrixed staff of experienced HR. Pay, and Talent Management HCM Architects, Configurations, and development experts along with knowledgeable and skilled testers to complete configuration, development, and test of the DCHRMS features. You will have ready access to the highly knowledgeable Cloud Alignment team to ensure your requirements are well documented with the details you need to implement along with direct access to the Release Management and Systems Engineering teams.

      The Cloud Special Projects Manager is responsible to lead and direct the scrum teams to design and implement HCM cloud solutions and resolve highly complex and multi-dimensional problems requiring consideration of variables that impact multiple aspects of the project/program. As the Manager, you will oversee the HCM configuration process, collaborating with the customer and technical staff to navigate teams through critical and complex design and implementation decisions; meeting the Customer daily/weekly to ensure the program progresses to getting the features into the Oracle cloud, starting with the Initial Operational Capability (IOC) targeted for features complete by November 2024 and deployment in May 2025.

      Our team has configured the primary pieces of the minimum viable product (MVP) portions of IOC, but still have several critical Oracle Ideas and a major Oracle HCM upgrade to be delivered during 2024 as the final updates for the DCHRMS IOC baseline. As the Cloud Special Projects Manager, you are expected to serve as lead problem solver and decision maker for SaaS HCM implementations. You will be part of a fast-moving program team, using agile and scrum processes to transform our DoD customers to state-of-the-art cloud solutions. You are focused on working towards ensuring solutions are implemented while also being mindful of the expected delivery timelines, working collaboratively with the department and functional groups across the organization. Duties include coordinating with business and technology teams to design and implement cloud-based solutions and align with requirements and documented user acceptance criteria. Work with requirements, integration and engineering, and testers to ensure product readiness. This position will be remote, allowing you to reside within San Antonio area (where the program is managed) or where you currently live within the United States, your choice.

      Primary Responsibilities

      • Direct and lead a highly dynamic set of Scrum Teams (4-8 direct report Leidos personnel) and will include specialized HCM consultants and serve as the program’s Cloud Special Projects Manager directing scrum teams to key milestones

      • Maintain oversight of the HCM design, development, and implementation activities; ensure features align to the allocated requirements within the RTM

      • Review duration/ timeline analysis and actively participate in the scrum efforts; evaluate delivery models and timeline projections to ensure alignment to program objectives

      • Collaborate across teams to provide input to solutions to solving customer requirements into the HR systems; support the various scrum team(s) projects, focus on solutions, status updates, detailed schedules and risks, develop mitigating actions for assigned risks, resolve/mitigate problems, and verify effectiveness of corrective actions

      • Work with Oracle to provide necessary input to Oracle for use in developing solutions that align with DoD requirements

      • Maintain and record all key decisions points (Decision Log) related to design & development implementation approaches

      • Ensure the programs have repeatable processes that can be leveraged for other cloud opportunities, help drive solution design for our tools and processes

      • Capitalize on our team strength and their experience and skills to showcase our cloud features to include demonstrations to stakeholders and presentations at industry events

      • Communicate with senior leadership and potentially with executive leadership (internally or client) regarding matters of significant importance to the organization/project

      • Proactively mitigate associated issues and impediments; empower your scrum teams to come forward with potential solutions that can be assessed; collaborate with other teams on key dependencies, associated mitigation strategies, and problem/issue resolutions

      • Direct, lead, and facilitate various scrum ceremonies as well as ad-hoc meetings, as applicable

      • Collaborate with program management and customers in forming strategies to improve performance, reliability, and cost effectiveness, proactively drive engagement and growth within our cloud portfolio

      • Review metrics regularly to manage the scrum teams and sprint status and present progress regularly

      • Conduct team resource management; manage the growth, performance, and professional development of staff

      • Meet with the team routinely and identify growth opportunities as well as establish goals for your team

      Basic Qualifications

      • Requires a BA/BS or equivalent experience and 8+ years or prior relevant experience or master’s with 6+ years of prior relevant experience

      • A strong system engineering background; understanding of technical principles, theories, concepts of agile, scrum and HR system implementations

      • Past engineering experience with mid to large, enterprise IT program(s) with understanding of project management principles and risk and opportunity management

      • Experience effectively communicating at senior levels within a customer organization

      • Excellent verbal and written communication skills. Good team player who shares knowledge and experience with team members

      • Familiarity with HR processing with emphasis on DoD

      • Knowledge of federal and DoD industry/government best practices and/or OPM guiding HR principles

      • Implementation experience within the Federal IT space

      • Must be a US Citizen, must meet eligibility requirements, and be able to obtain and maintain a position of public trust; candidate will be subject to a government-initiated security investigation

      Preferred Qualifications

      • In-depth knowledge and understanding of Oracle cloud technologies to include HCM SaaS products and OCI

      Pay Range:

      Pay Range $122,200.00 - $220,900.00
