Performs investigations of all violations of the Code and Ordinance and takes necessary action through the Code Enforcement Magistrate and Construction Industry Licensing Board. Performs follow-up inspections and monitors the status of violations following an established procedure. Investigates all allegations of unpermitted work and permits that have expired.
In the event of a natural or man-made disaster that may threaten the area, the employee will be required to perform emergency duties as directed.
This position requires public interaction or regular appearances before the Board of County Commissioners and therefore does not permit a claim for protection of your place of work if you will be claiming an exemption from Public Records under Chapter 119, Florida Statutes. Investigates complaints against licensed and unlicensed contractors, makes inspections on construction sites to determine compliance with County and State licensing requirements ensuring that contractors and subcontractors perform their work in compliance with established regulations, codes and laws.
Prepares and manages cases for presentation before appropriate judicial authority
Checks company trucks on job sites for proper identifying signs.
Checks established residential areas for home improvement contractors operating without a license or permits.
Resolves violations through voluntary compliance or, when not possible, sets in motion the
Special Magistrate process.
Files for prosecution with the State and County Attorney's Office.
Conducts research to determine necessary facts.
Answers telephone and provides information to the public.
Appears as a witness in civil and criminal litigation proceedings.
Testifies at both the Contractors Licensing Board hearings and the Code Enforcement Magistrate Hearings.
Removes illegal signs from County's rights-of-way
Maintains records and makes reports of activities and cases filed or forwarded for filing.
Prepares evidence against code violators for presentation at Licensing Board hearings and the Code Enforcement Magistrate.
Prepares written reports.
Travels throughout the County in response to complaints and requests for investigation of code violations.
Notifies individuals who are in violation; explains County Ordinances and attempts to achieve compliance.
Audits all Unlicensed advertising media for compliance with County Ordinances.
Issues citations for unlicensed activity.
Performs work related to this job description as required.
KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of the building permitting process.
Knowledge of Martin County Laws, Ordinances and codes relating to zoning standards, licensing, and other code requirements.
Knowledge of the geography of the County, land development regulations and building code, including zoning, fire hazards and electrical, plumbing and mechanical systems and property maintenance issues.
Knowledge of existing building rehabilitation process.
Knowledge of inspection methods, practices and techniques pertaining to building, zoning, engineering, licensing, and other inspection work.
Ability to read and interpret architectural blueprints.
Ability to coordinate cases for presentation to the Code Enforcement Board and the State and County Attorney's Office.
Ability to assemble data and to prepare and maintain correspondence, records and reports.
Ability to work effectively with the public and other employees.
Ability to express oneself effectively, orally and in writing.
Ability to operate a personal computer and word processing software. Must possess a High School Diploma or possession of an acceptable equivalency diploma two (2) years building construction, code enforcement, or inspectional related experience.
Additional qualifying education and/or experience which provide the necessary knowledge, skills and abilities may be substituted one for the other on a year for year basis.
CERTIFICATES, LICENSES, REGISTRATIONS:
Must possess a valid Florida Driver's License
Must possess one (1) Florida Association of Code Enforcement (FACE) certifications in either Fundamentals of Code Enforcement, Administrative Aspects of Code Enforcement, Legal Issues in Code Enforcement or Officer Safety and Field Applications.The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Very frequent standing, bending, sitting, driving (vehicle/equip/other).
Constant walking, turning, feeling, speaking, hearing, seeing, color vison use, depth perception use, working speed, repetitive hand motion, hand/wrist movement.
