- Must attend a Tree Care Seminar within one year of hiring date.
- Must maintain and participate in all other certifications and training, as required by your Supervisor.
- Must take a Hazardous Materials Awareness Class within one year of hiring date.

JOB DESCRIPTION
CEA HOURLY RANGE $21.64- $31.38
POSITION TITLE: Code Enforcement Inspector
REPORTS TO: Code Enforcement Supervisor
SUPERVISES: -------
PURPOSE OF POSITION: Responsible for performing inspections and enforcing City ordinances pertaining to a variety of zoning violations and other nuisances.
ESSENTIAL FUNCTIONS:
Receives and processes complaints and questions on alleged zoning and City code infractions related to private residences and property, conducts investigations, resolves complaints and responds to complainants.
Assists in the enforcement of the Nebraska Noxious Weed Act.
Conducts interviews to learn the nature of citizen complaints and to gain information on the violations or offenses.
Administers First Aid and/or other life-saving techniques until no longer needed or until relieved by a Supervisor or emergency medical personnel.
Conducts field inspections to ensure compliance with City ordinances pertaining, but not limited to, weeds, trash and litter, alley conditions, junk and dismantled vehicles, household pet ordinances and right-of-way matters.
Notifies property owners of zoning or code violations and corrective measures they need to pursue. Re-inspects same to ensure violations are corrected and in compliance with City codes.

Upon inspection, implements proper procedures and works with the appropriate agencies, including the Police, Fire, and Health Departments, to correct code infractions.
Assist in initiating action requiring legal processing; obtains evidence and assists in preparing
cases for filing charges; appears in County or District Court, City Council meeting, lien hearing
or other official meetings, as directed, to present evidence and testify against persons accused of violations.
Responsible for photographing the scene for evidence of the infraction.
Completes detailed and accurate reports and other official records that document the inspector’s involvement of activity in all incidents.
Advises the public about sign ordinances and inspects for conformance to City ordinances.
Maintains accurate records to include, but not limited to, accounts of inspections and infractions, correspondence, daily activities and inspection citations.
While on duty, incumbent is required to wear designated uniform.
*Attendance at the assigned work location is an essential function.
MARGINAL FUNCTIONS:
Performs related duties, as directed, or as the situation dictates.
May be required to operate various types of single-axle trucks and related equipment over 26,001 GVW lbs., with air brakes.
ESSENTIAL KNOWLEDGE, EXPERIENCE AND ABILITY:
Ability to learn and upon accumulating experience, possess the knowledge and ability to apply applicable laws and ordinances, Department rules and regulations and the City organizational process.
Ability to utilize sound independent judgment in stressful and emergency situations, analyze situations quickly and objectively, and to adapt quick, effective and reasonable courses of action with due regard to the surrounding hazards and circumstances.

Knowledge of and the ability to apply techniques utilized in the American Red Cross or YMCA Live-saving certification.
Ability to communicate effectively, both orally and in writing.
Ability to follow instructions, both orally and in writing.
Ability to perform basic computer input and retrieval of data.
Ability to enforce ordinances and other regulations with firmness, tact and impartiality.
Ability to complete standardized report forms and prepare clear, accurate and comprehensive recommendations and descriptive narratives.
Ability to learn and upon accumulating experience, possess the knowledge of the geography of the City of Bellevue.
Ability to establish and maintain effective working relationships with the general public, law enforcement agencies, government officials, Supervisor and fellow employees.
Ability to maintain confidentiality of all departmental communications, documents and correspondence.
Ability to perform basic mathematical calculations, utilize correct grammar, spelling and punctuation.
Ability to type accurately using a typewriter and personal computer.

The physical demands and work environment characteristics described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Work is generally performed outdoors with a considerable amount of physical activity, including walking, standing, kneeling, bending, crouching, reaching, stooping and climbing. While performing the duties, the incumbent is required to talk, hear, use hands to finger, handle, feel or operate objects, equipment, or controls and must have the ability to transport themselves to and from various locations throughout the City. Hand/eye coordination is necessary to operate various pieces of City equipment, communication devices and office equipment. The incumbent must be able to exert 50-100 pounds of force occasionally, and/or 25-50 pounds of force frequently, and/or 10-20 pounds of force constantly. The incumbent is required to work in all climatic conditions, extreme heat to cold with snow and ice. The incumbent may be required to work in hazardous situations and in precarious places. The incumbent is occasionally exposed to bodily fluids, fumes or airborne particles, and toxic chemicals. Work hours are required in times of daylight and darkness. The noise level may be moderate to intense, depending on activity performed.
Work may require interaction with the general public and may be stressful when dealing with irate citizens and meeting deadlines.
