      Work Location: Public Safety Complex, 2101 47th Terrace East, Bradenton, Florida 34203

      Work Hours: Monday - Friday 8-hour shifts (flexibility to work early/late, holidays and weekends)

      Expected Starting Hourly Range: $21.92 - $27.40


      Protects and improves the quality of life of Manatee County residents and visitors through education, compliance assistance and enforcement activities involving Manatee County Code of Ordinances, and certain State statutes. Conducts investigations of alleged code violations stemming from complaints from a variety of sources and from self-observed violations during patrol. Evaluates cases and issues citation and violation notices. Provides testimony at enforcement hearings. Participates in community outreach activities. Conducts damage assessments and other activities in support of emergency management events.

      Working Conditions
      Indoor office and outdoor field environment. Work requires time outdoors for extended periods in a variety of weather conditions. High noise and high stress environment while performing certain responsibilities. Lifting equipment up to 50 lbs. alone and up to 100 lbs. with assistance. Regularly required to drive county vehicles as part of the duties of the job. Regularly required to work other than normal business hours.

      Essential Functions
      These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position.

      Protects and improves the health, safety, welfare, and quality of life of Manatee County by independently investigating and documenting alleged code violations for which the division has enforcement responsibilities. Types of violations investigated include unlicensed contractors, overgrown yards and property maintenance issues, unsafe structures and demolitions, abandoned vehicles, improperly parked or stored vehicles, home offices or businesses in residential areas, unpermitted signs, dangerous dead trees, noise disturbances, and criminal nuisance activities.

      Conducts interviews and collects evidence and prepares investigation reports necessary to prove or disprove alleged violations. Documents all evidence needed to support enforcement action.

      Works with administrative staff to prepare and manages case files.

      Searches available databases and information to determine legal ownership of subject properties.

      Evaluates evidence and other relevant information to determine the degree of infraction. Issues violation notices, citations, and Notices to Appear as appropriate.

      Works with and fosters effective relationships with the public to encourage and facilitate voluntary compliance of violations.

      Presents cases to the County's Code Enforcement Board and Special Magistrate. Provides testimony at hearings of the Special Magistrate, Circuit Court, and County Commission.

      Participates in outreach activities to educate the public, county staff, and other governmental agencies. Attends civic, neighborhood, and community meetings during and outside of regular working hours.

      Creates and maintains activity files, enters and maintains data in the case management system, and prepares reports as required.

      Strictly adheres to established policies and safety procedures to protect self, co-workers, and the public.

      Attends job-specific training classes as assigned by supervisor.

      Performs other related work (including weather or other extreme emergency duties) as required.

      High school diploma or equivalent.

      Level I certification from the Florida Association of Code Enforcement (FACE) must be obtained within one (1) year of hire.

      Valid driver's license required with valid Florida driver license required within 30 days of hire.

      One (1) or more years of work experience in code enforcement, the enforcement of laws or regulations, or comparable military experience is desired.

      Knowledge, Skills, and Abilities:

      Ability to comprehend and follow oral and written instructions and complete tasks within assigned timeframes.

      Ability to use tact and diplomacy to resolve problems.

      Ability to evaluate facts and other information to make sound decisions and act.

      Ability to learn and maintain knowledge and understanding of regulatory compliance necessary to successfully perform job duties, including the Manatee County Land Development Code, County Code of Ordinances, and applicable State statutes.

      Ability to learn and maintain knowledge and understanding of computer applications and software programs required to perform job duties.

      Good verbal, written, and interpersonal skills to be able to interact respectfully, professionally, and effectively with co-workers, management, the public, and other stakeholders.

      Ability to articulate facts and information orally and in writing when presenting information collected from investigations to prove or disprove alleged violations.

      Works under moderate supervision.
