- Performs regular inspections of existing single and multi-family residential structures and premises to include the condition of floors, walls, ceilings, doors, windows, electrical, plumbing, gas piping, heating equipment, foundation, stairs and porches, siding, roofs and overhangs, accessory structures, exterior premises, immobilized vehicles on residential property, vacant lots, potential homeless camp sites, burnout and unsafe properties, to identify if code violations exist in compliance with all applicable policies, procedures, codes, ordinances and laws; notifies supervisor of life threatening conditions and unforeseen situations found during inspections.
- Notifies property owner and/or agent of violations that must be corrected within established time frame in compliance with all applicable city ordinances.
- Conducts follow-up inspections to monitor and verify compliance with previously issued violation notices.
- Issues citations to property owner and/or agent based on inspection findings and parking in the yard violations; takes photographs of violations; testifies in court regarding citations issued for violations of the city housing and nuisance codes and ordinances.
- Receives and investigates written, telephone and two-way radio dispatched complaints from citizens or other Code Enforcement Staff regarding violations of the housing and nuisances codes and ordinances.
- Inspects and identifies illegally dumped materials on curbsides and picks up specific items to include furniture and tires and transports to landfill or requests bulky item pickup via 311 system; notifies appropriate personnel of other items to be picked up.
- Answers questions and provides information to citizens regarding potential code and ordinance violations; explains and clarifies code-related information for issues between property owners and tenants.
- Provides assistance to the Redevelopment Administrator by compiling requested information and various documents relating to properties in the foreclosure process by the City of Little Rock.
- Attends local Neighborhood Association meetings to answer questions and provide information regarding potential city code violations.
- Compiles information relating to non-complaint property owners and/or agents and provides to City Attorney’s office for the preparation of administrative search warrant for properties.
- Delivers violation notices for state owned properties to State Land Commissioner.
- Provides training to new Code Enforcement Officers as assigned.
- Researches deeds, maps, abstracts and other records to determine ownership of properties.
- Establishes and maintains hard copy and electronic files and records of code enforcement inspections and other related documents in compliance with Departmental policies and procedures.
- Prepares status reports of code enforcement-related activities; submits reports to supervisor.
- Provides technical and clerical assistance in the coordination and implementation of special activities, events, disasters, and projects as assigned.
- Performs inspections of existing residential structures for citizens seeking housing rehabilitation loans and grants to determine types of repairs needed; prepares written report of inspection findings and submits to the City Development and Block Grant Division.
- Compiles information for special reports regarding housing, premise, and vacant lot conditions within the City or areas to be annexed.
- Operates a computer utilizing word processing and database software to prepare reports, correspondence and maintain computer files and records.
- Operates an assigned City automobile in the performance of essential job functions.
- Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before employment and maintain licensure for the duration of employment in this position.
- Must possess Citation Authority Certification within six (6) months of employment and maintain certification for the duration of employment in this position.
- Must be able to work nights and weekends as required.

This position is not designated as a safety/security sensitive position and is not subject to random drug and alcohol screening.JOB OBJECTIVE: To regularly inspect single and multi-family residential structures, premises and vacant lots for compliance with all applicable policies, procedures, codes, ordinances and laws; issues citations for housing and nuisance code and ordinance and parking in the yard violations.These knowledge, skills, and abilities are usually, although not always, acquired through completion of high school, and one (1) year of experience in housing and premise inspection OR one (1) year of experience in building construction/rehabilitation OR one (1) year of experience in housing damage assessment or related areas OR two (2) years of demonstrated customer service experience to include work experience in conflict resolution, mediation, complaint investigations or a related area and one (1) year of personal computer experience. Equivalent combinations of education and experience will be considered.
