      Position: Collateral and Records Assistant Manager

      Department: Titles & Records

      Reports to: Collateral & Records Manager

      FLSA: Exempt Grade: S11

      SUMMARY

      Assists in managing all aspects and internal workings of two departments: Collateral and Records. Supports the Collateral and Records Departments in planning, developing, and implementing policies, standards, and procedures related to lien perfection and maintenance for the credit union’s collateralized loans. Ensure accurate and efficient management of a wide array of documents and records. Helps implement effective measures designed to identify and mitigate risk associated with non-perfected liens.

      SUPERVISORY RESPONSIBILITIES

      Directly supervises and oversees the staff and/or supervisors of two departments: Collateral and Member Records. Manages all aspects of recruitment, including evaluating performance, coaching, counseling, rewarding, and disciplining team members. Responsible for training, scheduling, assigning, and directing work, as well as conducting performance evaluations. Recommends team members for promotion, transfer, and termination.

      ESSENTIAL FUNCTIONS

      • Assists in managing the Collateral and Member Records departments' staff in obtaining proper documentation to ensure the perfection of Keesler Federal’s lien on all collateral loans and verifies that the collateral is properly insured.
      • Ensures the Collateral and Member Records departments are fully staffed to provide the most efficient service to members and other credit union team members.
      • Responsible for management reporting around key production indicators and key risk indicators.
      • Assists in managing vendor(s), reviewing and approving monthly billing statements, and renewing contract(s) in a timely manner.
      • Assists in managing expenses for the departments.
      • Approves department expenses/invoices.
      • Familiar with the budgets for the Collateral and Member Records departments.
      • May serve on PMO projects as SME.
      • Acts as the primary point of contact and assumes managerial responsibility during the Manager’s absence.
      • Oversees and supports staff, providing guidance and assistance with daily work tasks and phone inquiries.
      • Facilitates department meetings and assesses the need for additional meetings, taking initiative to organize and lead them.
      • Manages and updates the department procedures book, ensuring all protocols are current and accessible
      • Ensures member’s obstacles and complications are resolved timely and accurately by active listening, showing empathy, exploring solutions, and keeping the member informed through all stages.
      • Address and resolve complaints from members and team members within the scope of the position’s authority.
      • Lead by example, fostering a positive work environment that encourages collaboration, high morale, and team spirit.
      • Authorizes exceptions to procedures when circumstances warrant, and deviation is justified. This includes empowering the team to remain flexible and responsive to the unique needs of the member or situation.
      • Supports the Manager in monitoring the performance of potentially problematic dealerships, conducting research, ad collaborating with State DMVs, bond companies to retrieve titles.
      • Provides supports to consumer lending, indirect lending, and business Services.
      • Supports all origination channels, Branches and Member Contact Center.
      • Monitor title process and regulatory updates from various Departments of Motor Vehicles (DMVs) nationwide to ensure compliance and efficiency and communicate changes to the lending staff.
      • Ensures alternative lien protection for KFCU miscellaneous collaterals by filing Uniform Commercial Code Financing Statements with Secretary of State offices, and the US Coast Guard. Monitors UCC report to ensure a continuation/termination will be filed.
      • Follow up outstanding titles with other financial institutions, dealerships, sellers in a timely manner, assisting team working the title Suspense Report.
      • Provides support to branches, Member Contact Centers with title/registration related questions in order to finalized a loan application, ensure all necessary title documents are received up- front to perfect the KFCU lien.
      • Stays informed of changes that affect the outside vendor software systems that are utilized and necessary for the completion of daily work.
      • Understands the guidelines for GAP, Collateral Protection Insurance, and answers members or branches’ questions regarding GAP, CPI.
      • Assists members with automobile insurance repair process. Reviews collateral insurance estimate, verifies the repair of any credit union collateral that has suffered damage, and follows proper procedures to ensure that all insurance checks are properly posted to member loans or remitted to the proper business completing the repairs on damaged collateral.
      • Ensures that all documentation is retrieved in order for the title to be released in accordance with KFCU’s guidelines.
      • Overseas training of new Titles & Records representatives
      • Works other exception reports to ensure all exceptions get solved in a timely manner. These include ETITLE exception reports, Payoff exception report etc.
      • Provide service to military members to ship vehicles by issuing permission to ship vehicles.
      • Assists as phone call overflow for the Title Department.
      • Ensure team responds to members’ requests via fax, email, message boards, and Synapsys Event in a timely manner.
      • Overseas the equipment and supplies inventory to keep the department working efficiently.
      • Verify and approve payroll for team members, ensuring accuracy and adherence to deadlines.
      • Maintain confidentiality of sensitive information: Uphold a high level of confidentiality regarding any information related to the organization, membership, team, and management
      • Responsible for compliance with all Federal regulations including Bank Secrecy Act (BSA) and Office of Foreign Assets Control (OFAC)
      • Ensures performance of all duties related to the various functions of the department are completed accurately, within the guidelines of all pertinent company policy, procedures, laws, and regulations.
      • Establishes and ensures the implementation of target goals for the department. Monitors and reports progress on goals to ensure quality assurance is met.
      • Utilize coaching techniques to help team members achieve personal, departmental, and organizational goals, while documenting and tracking their progress.
      • Offer regular feedback on work performance and conduct thorough annual performance evaluations for team members.
      • Monitors activities and reports to ensure service standards are upheld, to include but not limited to, Genesys monitoring, adequate staffing, performance evaluations, quality assurance audits, observation and shadowing, recognition, and employee engagement.
      • Foster open and effective communication within the team to support the achievement of organizational objectives. Regularly evaluate team member performance, provide timely feedback, conduct annual reviews, and facilitate counseling sessions.
      • Collaborate with HR to address disciplinary issues, ensuring adherence to their guidelines, and escalate employee relation concerns to the HR Manager for appropriate review and action

      Other Duties and Responsibilities:

      • Performs other duties as required by management.
      • Remains current on any changes and/or additions that may affect the Credit Union’s collateral and records departments.
      • Serves as a notary public (*if supervisor is a bonded notary) for the department and other departments when needed.

      Education:

      (1) A two year college degree or (2) Completion of a specialized course of study at a business or trade school or (3) Completion of a specialized and extensive in-house training or apprenticeship program.

      Experience and Other Requirements:

      • Three to five years financial institution’s experience.
      • Title experience preferred
      • Collateral Management experience preferred
      • Must demonstrate the ability to understand and implement changing loan policies and procedures.
      • Must be familiar with Keesler Federal policies and procedures with regard to loans and titles.
      • Must possess the ability to communicate effectively with members, credit union team members, and credit union management and explain technical concepts in layman terms.
      • Must possess the ability to supervise, train, and motivate the staff to meet departmental goals.
      • Must demonstrate the ability to understand and implement changing loan policies and procedures.
      • Strong analytical, project management, and negotiation/conflict resolution skills required.
      • Working knowledge of applicable federal and state laws, rules and regulations.
      • Working knowledge of banking/financial industry trends, products and services.
      • Accuracy and attention to detail required.
      • Must be an independent worker with strong time management skills and possess the ability to handle multiple tasks and work in a fast paced environment.
      • Must maintain confidentiality and display dependability.
      • Must possess the skill to clearly document and communicate the scope of projects.
      • Ability to target analysis and understand the consequences of solutions.
      • Proficient at asking targeted questions to discover root causes, not just symptoms.
      • Knowledge of credit union operational procedures, products, services, and systems.
      • Must possess process improvement skills.
      • Must possess a thorough knowledge of the Symitar system and Meridian Link.
      • Ability to work independently with minimal supervision.
      • A high level of accuracy and attention to detail is required.
      • Strong analytical, organizational, and reasoning abilities are required.
      • Ability to establish credibility and be decisive.

      A significant level of trust and diplomacy is required, in addition to normal courtesy and tact. Work involves extensive personal contact with others and is usually of a personal or sensitive nature. Work may involve motivating, influencing or training others. Outside contacts become important and fostering sound relationships with other entities (companies and/or individuals) becomes necessary and often requires the ability to influence and/or sell ideas or services to others.

      Computer Skills:

      Knowledge of information technology capabilities and procedures. Must be proficient in the use of a personal PC or laptop, including proficiency with word processing, spreadsheet, and presentation software. Experience with e-mail software and use of the Internet required.
