THE OPPORTUNITY:
The Park District is recruiting for an experienced Communications and Outreach Manager at the Park District’s Administrative Office, 2950 Peralta Oaks Ct., Oakland. The hiring pools established from this recruitment will be used to fill the current and additional vacancies that may occur during the one-year life of the hiring pools.
WHAT YOU'LL BE DOING:
Under general direction in the Public Affairs Division, serves as the District's manager for communications and outreach, including public information, outreach campaigns, and community relations to reach broad and diverse demographic populations and promote the District's mission, services, and benefits to the public; and performs related duties as assigned.REPORTS TO : Chief Communications Officer
SUPERVISES: Manages administrative support staff.
Plans, organizes, and manages all functions and activities related to communication of public information, media relations, special events, community outreach, and design and development of the District's website(s); coordinates activities and fosters cooperative working relationships with members of the community, outside agencies, and other District divisions; reaching out to increase utilization of park resources by diverse populations, soliciting input and addressing community needs, and creating, developing, and implementing outreach, promotional, and/or community engagement campaigns and activities in alignment with the District's mission; attends key meetings with community stakeholders, preparing agenda materials, and making presentations for various audiences or purposes; prepares press releases, talking points, fact sheets, and other communications, and manages communications activities of direct reports; with direct reports, coordinates public/media responses with other District divisions; coordinates and responds to critical incidents, and disseminates applicable information within the organization and to the community; maintains program records, prepares various written correspondence including staff reports, and monitors budget expenditures; evaluates the needs for, develops, and proposes, long-term public, media relations, and website development policy and programs; makes recommendations for District policy related to the dissemination of information to the public; stays current on new trends and innovations in the field of public information, media relations, and other community relations services; assesses the overall efficiency and effectiveness of related services to the public and makes adjustments accordingly; provides direction and exercises the full scope of management responsibilities over professional, technical, and administrative staff in support of the divisional and organizational goals; performs highly responsible and complex special assistance to the Assistant General Manager of Public Affairs, Chief Communications Officer, and the General Manager; and performs related duties as assigned.Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education: A Bachelor's degree from an accredited college or university with major course work in public relations, communication, public administration, or a related field,
AND
Experience: Four (4) years of professional or technical experience in communications, outreach, community relations, public relations, or a related field, including two (2) years of supervisory responsibility.
License or Certificate: A valid California Driver's License is a condition of initial and continued employment in this classification.CONDITIONS OF EMPLOYMENT:
The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.
Knowledge of: principles, practices, and methods of communications and public relations; East Bay corporate, business, community, political, and media organizations and key representatives; social and economic challenges of served communities; office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases. Ability to: speak persuasively in public forums and to work effectively with governmental staff and elected officials; compose correspondence, speeches, studies, presentations, and reports; plan and organize special events and outreach strategies; work under strict deadlines and with multiple priorities; manages others; analyze data and other information; operate office equipment including computers and supporting word processing, spreadsheet, and database applications; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work at all levels, including a culturally diverse general public, with a focus on quality service to internal staff and external customers.
ADDITIONAL INFORMATION:
MANAGEMENT DESIGNATION: This position is not affiliated with a union and is considered part of the Management group and is exempt from the provisions of the Fair Labor Standards Act (i.e. is not eligible for overtime); in addition to the regular work schedule, this position may require availability to work evenings and/or weekends. The probationary period for this position is one year. This position is designated as “at-will” and serves at the pleasure of the General Manager.
Internal Promotions: Placement shall be made at the first step in the salary range for the new position (Step A) unless the salary rate at Step A of the new position is less than a 5% increase. In such instances, the employee will be placed at a step in the new salary range that ensures at least a 5% increase.
