      Job Summary:

      The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers, and staff. The CAO organization comprises more than 650 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, childcare, food and vending, procurement, logistics and administrative counsel.

      This position is located in the Communications and Marketing Department, Customer Experience Center (CEC), Office of the Chief Administrative Officer (CAO), U.S. House of Representatives (House). The Customer Experience Center communicates, markets, brands, and delivers customer service to the House community. Communications and Marketing works directly with key customer-facing business units and stakeholders to provide communications support for all CAO services provided to House offices, including the development and execution of communications plans and marketing materials.

      From the latest food pop-ups to in-demand CAO House Staff Conferences, the Communications Specialist will take the lead on putting together creative, innovative marketing plans to promote CAO events and news. As part of a nimble, quick-thinking team, the Communications Specialist will work on projects that include email marketing, email analytics, social media, web content, and more. Additionally, the Communications Specialist will have the opportunity to work with our visual design team on graphic design projects. From one-pagers to brochures and more! Most importantly, the Communications Specialist is passionate about working on behalf of the House and making the institution better for all Members and staff.

      Grade level at time of appointment is determined by experience and designated level of responsibility. The position does not have day-to-day supervisory/managerial responsibilities.

      Primary Duties/Responsibilities:

      Serves as the primary communications point of contact between CAO business units to assess needs for communications and marketing support related to initiatives, products and services, and events.

      Partners with internal subject matter experts to support their communications goals; develops informative and engaging communications materials for Members and employees of the House that drive measurable increased awareness and achieve increased use of CAO products and services.

      Assesses, develops, creates, executes, and evaluates communications and marketing campaigns and component materials.

      Develops creative and effective communications strategies on complex topics including financial services, information security, information technology, and more.

      Tracks communications for adherence to CAO brand standards and works with stakeholders in a collaborative fashion to bring proposed and existing communications into compliance where necessary.

      Creates direct email campaigns.

      Drafts reports; recognizes, researches, and resolves basic issues as needed.

      Writes web content.

      Initiates and directs meetings to better define customer goals, suggests enhancements to initial customer requests to create efficiencies and maximize impact and budget.

      Coordinates web and multimedia content creation including production schedule, tracking, and input for creative activities of in-house and outside organizations; ensures that quality guidelines are met, and projects are completed on time.

      Performs other official duties and special projects as assigned.


      QUALIFICATIONS:

      Requirements:

      Bachelor’s degree in Business, Communications, Advertising, Marketing, or equivalent combination of education & experience.

      Minimum 4+ years of experience in a marketing/communications role on Capitol Hill, with an information technology or financial services company, advertising agency, or within a marketing department.

      Knowledge of and ability to implement communications strategies and technology, including but not limited to intranet, direct email campaigns, social media, presentations, and written reports.

      Ability to develop and implement effective marketing and advertising content, including web content.

      Ability to evaluate effectiveness and implement changes as necessary to achieve marketing goals.

      Ability to develop concepts and independently create appropriate content.

      Skill in writing and editing, including technical writing and copywriting.

      Skill in project management.

      Knowledge of CAO services; ability to assess customer needs and develop strategies to meet those needs.

      Knowledge of quality assurance principles.

      Skill in coordination and consultation; ability to manage schedules and develop and deliver presentations.

      Knowledge of and ability various automated systems and software programs, including but not limited to Microsoft Office Suite (e.g., Word and PowerPoint), Adobe Creative Cloud (e.g., Photoshop and InDesign), content management systems (e.g., Drupal), and content development systems.

      Ability to analyze data and information.

      Knowledge of user experience design principles.
