Investigates non-abuse complaints in community-based facility settings through interviews with providers, residents, staff, and others as appropriate.
Conduct observations and review records, to gather facts to determine compliance with Oregon Administrative Rules.
Ensure provider compliance with Community Based Care rules, regulations, guidelines, and policies.
Identify trends within facilities that indicate systemic deficiencies that need to be remedied to ensure the safety, health, and independence of residents.
Communicate on a regular basis with diverse groups for the purpose of providing or requesting information.
Mandatory report suspected abuse of an elder, individual with developmental/intellectual disabilities, or a child to the appropriate hotline/screener.
Explain complex policy and procedure verbally and in writing regarding program and rule requirements.
Compile information for conferences and administrative hearings regarding contested sanctions either by phone, in person or in writing.
Four years’ experience doing administrative research that included compiling and evaluating facts to recommend management action or decide compliance with program guidelines and regulations.
Two of the four years must be above the technical support level.
Teamwork: Demonstrated ability to work successfully both independently and cohesively with a team.
Time Management: Demonstrated experience tracking and meeting numerous deadlines along with strong organizational skills to set priorities and efficiently manage competing priorities with minimal direct supervision.
Policy Knowledge: Basic knowledge of Oregon State laws, rules, and regulations related to the provision of long-term care.
Diversity, Equity & Inclusion: Demonstrated ability to work well with people from a wide variety of backgrounds and showcase intercultural competency. Willingness to embrace ODHS's commitment to fight discrimination and end systemic racism.
Communication skills: Experience communicating orally and in writing to a variety of people to explain complex decisions, rules, policies, procedures, experience gathering data and writing reports or making presentations.
Research: Experience in administrative research that included compiling and evaluating facts to recommend management action or deciding eligibility or compliance with program guidelines and regulations.
Critical Thinking: Ability to skillfully analyze information to guide decisions and actions.
Hybrid option available with majority of work conducted between, home, office and in the community-based facilities.
Frequent climbing of stairs, walking on uneven terrain, and transporting of files.
Must travel to providers and will have overnight travel, and intermittent weekend or after-hours work.
Will interact with a wide range of people including some who have experienced trauma and may exhibit challenges in controlling emotions.
May be exposed to situations where contagious diseases are present.
