      The County of Fresno Administrative Office is offering an exciting and rewarding career opportunity for individuals interested in the position of Community Outreach and Marketing Specialist.

      The Community Outreach and Marketing Specialis t is responsible for the planning, design, and implementation of communication, public relations, and marketing across all forms of media, with an emphasis on outreach in Spanish and other languages to community-based organizations, media companies, the public, and other stakeholders. Oral and written communication will primarily be in both English and Spanish, including translating existing and future County communication multimedia materials into Spanish

      Please note: The immediate vacancy requires bilingual skills in Spanish . However, the eligible list established from this recruitment may be used to fill future vacancies for non- Spanish speaking positions. The eligible list established for this recruitment may also be used to fill both extra-help and permanently allocated positions. Individuals selected for extra-help appointment may be transitioned to a permanently allocated position at a later date as authorized by the Fresno County Personnel Rules.

      As a condition of employment, some departments may require candidates to undergo and pass a background investigation and/or polygraph examination.       Positions in this classification are in Medical Group I - Light Physical Activity (Personnel Rule 8). This group includes positions which require only light physical effort and may include lifting of small, light objects and some bending, stooping, squatting, twisting, and reaching. Considerable walking or standing may be involved.

      • Plans, develops, creates, and distributes marketing, public relations campaigns, and other communication materials and content designed to enhance the public’s understanding of the County’s role and responsibilities, programs, accomplishments, and adopted positions on public issues.
      • Plans, creates, and edits high quality multimedia content to communicate County branding, employment opportunities, highlight reels, public service announcements, and documentaries.
      • Plans and coordinates video shoots, livestream productions, press conferences, media interviews, State of the County content, groundbreaking and ribbon-cutting events.
      • Identifies, develops, and maintains strategic partnerships and a comprehensive database of community-based organizations, media outlets, and other internal and external stakeholders to advance the County’s mission and vision and facilitate equity in availability of community outreach communications and marketing.
      • Assesses public awareness of County and departmental operations and collaborates on video and print media projects to communicate the County’s programs, objectives, vision, mission, and the impact of legislation and related matters on community interests.
      • Designs, prepares, and coordinates the distribution of fact sheets, news releases, social media posts, photographs, videos, and related publicity materials to media representatives and those interested in learning about and/or publicizing the County’s activities and message.
      • Serves as a public spokesperson and central point of contact for media and promotes the County through arranging and/or participating in publicity efforts and public contact programs such as speeches, news conferences, exhibits, television programs, films, tours, and question/answer sessions.
      • Assesses political environments and develops appropriate communication strategies and assist members of the Board of Supervisors and/or the County Administrative Officer to formulate responses to Public Records Act Requests, inquiries, and concerns raised by the media, public or other agencies.
      • Coordinates communication, community outreach, and marketing campaigns to promote programs, policies, activities and disseminate information during emergencies, critical situations, and other issues of significant public concern to ensure accurate, consistent, and timely messaging.
      • Recommends current technology and techniques necessary to keep the County’s communication strategies innovative and efficient; may monitor marketing and communications-related expenditures and/or contracts.
      • Transports, sets up, stages, operates, and breaks down audio, video, projection, and lighting equipment.
      • Translates in oral and/or in written form.
      Knowledge of :
      • Federal, state, and local laws and regulations concerning local government communication methods and public records;
      • Organization and functional structure of the County and its departments;
      • Current issues affecting the community and County government;
      • Principles and practices of preparing, producing, and disseminating information using all major communication channels, including social media;
      • Research, planning, implementation, and evaluation (RPIE) model in public relations;
      • Principles, processes, and software used in modern graphic design;
      • Desktop publishing software and various types of printing processes;
      • Methods and techniques used in researching, proofing, evaluating, gathering, organizing, and arranging data;
      • Modern techniques in developing and producing audio-visual presentations;
      • Principles, practices, and techniques of mass communication, marketing, media relations and outreach; public speaking, and fundamentals and principles of public speaking, written composition, and editing.
      Skills/Abilities to :
      • Gather, analyze, interpret, and summarize a variety of information for dissemination to the public;
      • Research and review complex intergovernmental, community, media, and public relations issues and develop strategies and recommendations to maintain a positive public image;
      • Effectively and independently manage multiple work assignments, set priorities, and meet established deadlines;
      • Maintain professional skills consistent with modern public relations, crisis communication, issues management, communication, technology, and content creation trends;
      • Utilize audio and video editing platforms and applications such as Adobe Suite or Final Cut Pro;
      • Make presentations to the Board of Supervisors, assigned department, other agencies and the public utilizing all forms of media;
      • Collaborate with community-based organizations, people groups and traditionally underrepresented cross-cultural populations;
      • Communicate effectively both orally and in writing through a variety of communication channels;
      • Operate modern office equipment including multi-line telephone systems, computer
        hardware and software, and internet and web-based applications including Microsoft Office Suite, Google Suite, Canva, and social media platforms;
      • Exercise tact, diplomacy, and discretion in dealing with highly sensitive, complex, confidential, and controversial issues and situations;
      • Establish and maintain effective working relationships at all organizational levels as well as with other agencies and the public;
      • Display a high degree of initiative, accountability, discretion, creativity, and good judgment.



      Education: Possession of a bachelor’s degree that is acceptable within the United States’ accredited college or university system.

      Experience: Two (2) years of full-time, paid professional work experience in video and audio production, photojournalism, or graphic design and/or professional public relations, journalism, or marketing, which included creating, managing, and presenting public communications for an organization.

      Substitution: Possession of an Accreditation in Public Relations (APR) credential or master’s degree that is acceptable within the United States’ accredited college or university system may substitute for one (1) year of the required experience.

      License: Possession of a valid Class “C” driver’s license or equivalent, may be required.

      Note: Recruitment and/or certification may be limited to candidates with an education and/or experience background related to the specific vacancy as authorized by the Director of Human Resources.

      Incumbents may be required to obtain and maintain Federal Bureau of Investigation (FBI) and Department of Justice (DOJ) clearance as a condition of employment.

      SELECTION PROCESS:

      Depending on the number of applicants meeting the minimum qualifications and filing requirements, applicants may be scheduled for one of the process listed below:

      • Oral Examination - An oral examination includes a panel consisting of at least two members within a similar field of expertise as the vacancy. Candidates are asked structured questions and must respond orally to allow the panel to evaluate the specific qualifications of each applicant.
        • If required, the oral examination will be administered in an online format via the Spark Hire platform.
      • Online Examination - If required, the examination will be offered in an online format. Please indicate on the supplemental questionnaire if you have the ability to complete an online examination.
      • Certify Without Examination - In instances where the number of eligible candidates is less than or equal to the number of qualified applicants the Department is entitled to receive under Personnel Rule 4212, the competitive examination process will be waived and the names will be certified without an examination.

      Successful candidates will be placed on an employment list, effective for a minimum of 3 months (may be extended up to an additional 12 months) and certified in final rank order as vacancies occur.
