- Reviews and analyzes proposed starting salaries and makes approval recommendations to senior Classification and Compensation staff. Analyzes hiring offers submitted from across the City’s 26 departments for over 250 types of jobs, including a wide variety of occupational areas such as engineers, heavy equipment operators, firefighters, police officers, water/wastewater plant operators, financial analysts, administrative support, engineering, planning, and various other positions performing municipal functions. Reviews candidate qualifications against those of current staff to ensure offer is equitable. Reviews salary offers for internal equity and compliance with City policy.
- Analyzes duties of vacant positions to recommend appropriate job classification before advertising a vacancy; keys all updates into enterprise IT system. Coordinates with talent management/recruiting division before position is posted.
- Assists class and comp team with position control, reviewing new budgeted positions for classification, keying positions into system and making updates to budgetary factors such as account codes and pay types.
- Assists Performance Management Administrator with preparing and delivering the biweekly new employee orientation presentation.
- Assists with creating training videos for employee learning aides and class/comp/performance management resources. Provide training to supervisors and employees regarding performance management processes.
- Pulls reports from ERP and Performance Management systems to provide tracking and analysis support to Team.
- Prepares and/or maintains reports, records, forms, and other documents; updates and maintains databases; researches and analyzes information and data; and identifies and reports trends.
- Writes and updates job classification specifications (job descriptions) as needed, reviewing for job-related accuracy and maintaining job description files. Prepares and maintains job descriptions for each position in the organization; ensures descriptions accurately reflect the work being performed by incumbents.
- Researches and responds to FLSA inquiries. Applies relevant federal/state rules and regulations to provide guidance.
- Supports team in responding to customers with classification, compensation or performance management inquiries, accessing policies and providing information on policy items such as probationary periods, merit increases, promotional increases, reclassifications and other job changes and pay treatments.
- Learns and maintains knowledge of all City classifications to be prepared to respond to salary surveys from other organizations.
- During class and comp processes such as market studies and reclassification processes, which impact employees’ positions and salaries, keys and provides quality control on salary and position updates. Participates in processing mass salary increases, including general rate increases and pay for performance adjustments, for all employee groups; performs a wide-range of calculations to validate the accuracy of mass salary increases and identify any needed updates to employee records.
- Drafts and delivers employee communications on study outcomes and class/pay related changes.
- Assists the team’s Performance Management Administrator in providing guidance and support to supervisors and employees on performance management topics.
- Oversees the acting assignment process; guiding supervisors through the policy to request, gain approval and pay acting pay to employees filling in to do the work of vacant positions.
- Provides assistance on various classification and compensation projects; maintains classification data and history files.
- Conducts classification and compensation surveys; collects and analyzes data; and may prepare written recommendations.
- Responds to inquiries from employees and the public in a timely and courteous manner; responds to classification and salary survey requests from other employers and outside organizations.
- Updates departmental website with classification and compensation information as needed.
- Bachelor’s degree in human resources or a directly related field.
- One year of professional human resources experience or a directly related field that includes a strong familiarity with compensation and classification, performance management, and human resources policies and procedures. Preference for considerable experience demonstrating work proficiency in applying classification and compensation knowledge and principles.
- Requires extensive municipal class and comp HR experience to enable analyst to conduct job evaluation of positions for classification, to review job offers on municipal jobs, and to accurately conduct as well as respond to salary surveys of municipal jobs.
- Requires experience to provide support on City performance management program, including setting job goals and expectations, performance coaching and guidance on evaluation related topics such as performance improvement.
- Knowledge of human resource laws, regulations and best practices.

- Successful candidates must possess knowledge of database maintenance and intermediate analytical and Excel skills.
- Experience with classification and compensation related research.
- Experience responding to employee inquiries and providing basic training assistance to employees and managers about compensation related issues.
- Experience with performance management.
- Willing and able to work a part-time schedule.

Position is a hybrid in office/work from home position reporting to the Classification and Compensation Manager in the Human Resources Department, serving 2,740 employees across 26 city departments through management of five pay plans (exempt, non-exempt, police, fire and part-time) and a performance management system providing pay for performance rewards.
Serves as a professional classification and compensation analyst performing functions including classification studies, salary surveys, reviewing salary offers, providing performance management assistance, and technical guidance using the City’s policies to provide consistent and accurate classification and salary administration.
