      • Performs compliance reviews of regulatory matters and contract violations. Conduct examinations of district operations to include departmental policies, procedures, and internal controls. Maintains all organizational and professional ethical standards. Works independently under general supervision with considerable latitude for initiative and independent judgment.
      • Develop research criteria; collect, analyze, evaluate, and safeguard evidence and records; conduct interviews as necessary; prepare reports summarizing findings of completed compliance reviews and examinations, with practical and economical recommendations for corrective action, when applicable.
      • Design and conduct data analyses using available software; regularly use Microsoft Excel and Microsoft Word to provide support to department staff; create user-friendly reports to assist stakeholders in data-driven decision-making.
      • Ensure compliance with District policy and administrative procedures; keep abreast of District's policies and procedures relevant to assigned investigations and examinations; Liaise with federal, state, and local law enforcement as well as Dallas ISD Legal Services department.
      • Ensure all compliance procedures are appropriately documented and prepare documentation to support reviews and audits conducted; substantiate and demonstrate adequate processes/controls to meet various federal agency requirements and ensure compliance with all policies and procedures; collaborate with members of the legal team to assess, document, monitor, report, develop, coordinate, and implement various compliance monitoring activities, ongoing testing, and related controls.
      • Assess department operations to determine compliance and risk and work with Senior management to mitigate risks; ensure that regulatory and compliance reports are filed timely and correctly; assist in responding to regulatory inquiries; exchange information with other PSO personnel, District personnel, or external counsel related to various routine compliance reviews.
      • Review contracts and interview key stakeholders regarding the terms of agreements to determine contract intent; identify and document contract risk exposures upon review of contract terms and conditions; perform substantive testing of invoice transactional data to document and verify compliance with contract terms.
      • Prepare reports for internal management concerning scope of compliance review, issues found, and recommendations for improvement; maintain current knowledge and training on investigations methodology, processes, and procedures, along with staying abreast of best practices through organizations and agencies such as the Association of Certified Fraud Examiners (ACFE), Association of Workplace Investigators (AWI), ATIXA, and EEOC. This may include obtaining and maintaining certifications related to investigations.
      • E-RATE MAJOR RESPONSIBILITIES: Review District donations and provide report findings to management quarterly; review District E-Rate donation procedures, ensuring federal FCC and USAC fiscal policy compliance. Coordinate with Distinct departments related to donations presented to the Board of Trustees; preserve documentation in accordance with document retention guidance.
      • Bachelor’s Degree from an accredited university required: Master’s Degree from an accredited university, Juris doctorate or advanced degree in a related field preferred.
      • License or certification such as ATIXA, CFE, or in a related field preferred.
      • 2 + years of direct experience required; 2+ years administrative investigative experience, preferably in a Title IX and/or EEO position.
      • Knowledge of federal, state, and local laws, ordinances, and policies.
      • Demonstrated knowledge of the techniques, methods and procedures used in gathering evidence and conducting investigations.
      • Investigate leads, secure facts, and examine evidence and scenes to establish the extent of violations.
      • Must be proficient in Microsoft Office Professional, particularly in Excel and Access databases.
