- Establishes and maintains a monthly quality control schedule and audit log for all affordable programs. Review affordable files and discuss any compliance issues with Compliance leadership, appropriate staff and/or management; positively work with staff members to resolve compliance issues and provide training in proper procedures and corrective measures with the aim to minimize recurring deficiencies.
- Evaluates programmatic requirements and implements compliance procedures for development for all communities.
- Ensures that HUD, tax credit and other housing program tenant files are 100% compliant.
- Serves as primary contact for state and local housing assistance agencies and responds to internal and external inquiries about the company’s affordable housing programs.
- Serves as primary contact on the Yardi Affordable Housing solution.
- Drafts formal responses to third party monitoring reviews, tracking and follow-up of audit closure status with external monitors.
- Compiles and oversees the maintenance of regulatory documentation databases or systems.
- Manages, coordinates and documents internal processes, which may include inspections and internal audits.
- Responsible for examining, identifying, and interpreting relevant laws and regulations that apply to the multifamily industry and their impact on company activities.
- Analyze internal business systems to ensure compliance with industry regulations and ethical standards.
- Seek out industry best practices and more effective and efficient methods to achieve operational excellence in compliance.
- Extensive and continual reading and analysis of regulatory literature, program rules, and policies.
- Research statewide compliance and regulations regarding multifamily regulations and affordable housing programs; incorporates into policies, procedures, and training.
- Bachelor’s degree preferred or equivalent experience.
- Strong knowledge of LIHTC regulations and Project Based Section 8/Tax Credit residential properties.
- Current Affordable Housing Compliance Certification is desired.
- Novogradac Property Compliance Certification (NPCC) is desired.
- Well-developed communication, interpersonal, and training skills
- Intermediate level computer technology skills
- Ability to work with a diverse group of people in a collaborative environment.
- Ability to handle multiple projects and thrive in a fast-paced environment.
- Relies on experience and judgment to plan and accomplish goals.
- A certain degree of creativity and latitude is required.
- Minimum of five years of compliance experience in a regional compliance role
- Knowledge of onsite multifamily operational programs and services is preferred.

Job Description
The Compliance Monitor provides technical assistance and guidance, works with property staff to identify and implement processes and controls to support compliance, responds to inquiries, and supports the Compliance Department in completing special projects as needed. Responsible for quality control, program evaluation, and compliance with federal and state regulations and local program policies and standard operating procedures as they impact the multifamily industry, including conventional multifamily communities, affordable multifamily communities, student housing and build-to-rent communities. Keeps current on all changes of multifamily and affordable housing regulations and assists in the distribution and training of this information to property management staff on a national basis. Typical duties include monitoring business operations and reporting any violations, reviewing company policies for possible risks and liabilities and researching legal requirements for new initiatives. The Monitor brings excellence to their work and related activities and effectively completes the job.
