- Review incoming Certificate of Eligibility applications from new and renewal applicants for accuracy and completeness. Prepares correspondence outlining inaccuracies with applications and requests for additional documentation.
- Review and process new, renewal, amendment and joint venture applications following established laws, policies, procedures, and criteria governing DCAMM Certification.
- Distributes information relating to contractor certification to awarding authorities, contractors, designers, and members of the general public by telephone and e-mail.
- Perform online research to investigate the background of applicant-firms.
- Seek legal opinions from Office of the General Counsel on contractors with extensive litigation, administrative judgments, safety violations, contract terminations, or direct payment claim history.
- Research and investigate disputed Contractor Evaluations and assess the merits of such disputes. Any disputed evaluation will require an recommendation to the supervisor concerning the use of the disputed evaluation
- Interpret industry and regulatory data relevant to certification criteria and contractor performance in making certification decisions.
- Prepare and analyze all data, reports, forms, and records related to certification files.
- Communicate with the offices of the Attorney General, Inspector General, Secretary of the Commonwealth, and other agencies to elicit and exchange various information to document and verify contractor status.
- Work with DCAMM appropriated certification systems for processing, storing, and communicating regarding certification applications.
- Perform other compliance, clerical and administrative duties as required and/or needed.
- Intermediate knowledge of Commonwealth statute and regulations relating to contractor certification
- Bachelor’s degree
- Four years’ experience in investigatory or regulatory administration work
- Ability to understand and evaluate financial statements.
- Demonstrated knowledge of current software applications such as Microsoft Teams, SharePoint, Word, Excel, PowerPoint, and B2G.
- Ability to learn new software and business techniques.

General Statement of Duties and Responsibilities
The Compliance Officer I (CO I) will evaluate and review Certificate of Eligibility applications for companies seeking Division of Capital Asset Management and Maintenance (DCAMM) Contractor Certification to qualify to bid on public building construction projects undertaken by state agencies, authorities, municipalities and other public entities across the Commonwealth of Massachusetts. The review of applications, renewals, amendments, and joint ventures shall be completed within established workflow time standards.
The incumbent will examine and analyze information submitted on behalf of the company applying for a Certificate of Eligibility including, but not limited to, the following: financial statements, bonding capabilities, project performance, construction supervisory personnel experience, and legal/administrative proceedings involving the contractor. The CO I follows prescribed procedures for handling confidential information.

Minimum Entrance Requirements
Applicants must have: (a) at least three years of full-time, or equivalent part-time, experience in investigatory or law enforcement work, or (b) any equivalent combination of the required experience and educational substitution on the HRD job specification.
License and or Certification Requirements
Valid Massachusetts Class 3 Motor Vehicle License.
